Meeting location: Senior Center, 1555 Crystal Springs Road, San Bruno, CA.
City Council meetings are conducted in accordance with Roberts Rules of Order Newly Revised and City Council Rules of Procedure. You may address any agenda item by standing in front of the microphone until recognized by Council. All regular Council meetings are recorded and televised on CATV Channel 11 and replayed the following Thursday, at 2:00 pm. You may listen to recordings in the City Clerk's Office, purchase cassette and video copies, access our web site at www.sanbruno.ca.gov and San Bruno residents may check out video copies at the Library. In compliance with the Americans with Disabilities Act, individuals requiring reasonable accommodation for this meeting should notify us 48 hours prior to meeting. 2. ROLL CALL/PLEDGE OF ALLEGIANCE:
Operation Clean Sweep will be held Saturday, May 2nd, 2009 at 9:00 a.m at San Bruno City Park, volunteers are encouraged to register on-line through the City’s website.
a. Present Proclamation Declaring April 19-24 as West Niles Virus and Mosquito and Vector Control Awareness Week.
b. Present 25-year Service Award to Kevin Mahar, Employee in the Community Services Department Parks Division.
6. APPROVAL OF MINUTES: Regular Council Meeting of March 24, 2009.
7. CONSENT CALENDAR: All items are considered routine or implement an earlier Council action and may be enacted by one motion; there will be no separate discussion unless requested by a Councilmember, citizen or staff.
a. Approve: Payroll of March 29, 2009.
b. Approve: Accounts Payable of March 16, 23, and 2009.
8. PUBLIC HEARINGS (Notices have been published, posted and mailed):
a. Hold Public Hearing, Waive First Reading, and Introduce Ordinance, Repealing Section 12.100.055 and Adding New Section 12.100.055 of the San Bruno Municipal Code Related to Vehicle and Equipment Repair at Residences.
b. Hold Public Hearing, Waive First Reading, and Introduce an Ordinance Amending Chapter 12.96.150, Regulating Auto-Related uses in the M-1 Industrial District of the San Bruno Municipal Code. Employee in the Community Services Department Parks Division.
9. PUBLIC COMMENT ON ITEMS NOT ON AGENDA:
Individuals allowed three minutes, groups in attendance, five minutes. If you are unable to remain at the meeting, ask the City Clerk to request that the Council consider your comments earlier. It is the Council's policy to refer matters raised in this forum to staff for investigation and/or action where appropriate. The Brown Act prohibits the Council from discussing or acting upon any matter not agendized pursuant to State Law.
10. CONDUCT OF BUSINESS:
a. Adopt Resolution Adopting the Peninsula Partnership Leadership Council’s Bill of Rights for Children and Youth of San Mateo County.
b. Receive Quarterly Investment Report from City Treasurer.
c. Adopt Resolution Authorizing the City Manager to Execute a Rehabilitation Contract with Layne Christensen, Inc. for the Well #17 Rehabilitation Project in the Amount of $35,796 and Approving Construction Budget in the Amount of $41,500.
d. Receive Report on Education and Enforcement Activities for the 2009 Fireworks Season.
e. Receive Report and Provide Direction Related to Proposed Ordinance Regarding Dangerous Fireworks.
f. Adopt Resolution Approving Artichoke Joe’s Casino Request for Continuing City Authorization for 38 Tables Subject to City Tax and Voluntary Agreement for Tax Amount of $1,452,267 for 2009-10.
g. Receive Report and Provide Direction to Staff Regarding Amendments to Massage Establishment Ordinance to Conform to New State Law.
h. Receive Report, Review Proposed Ballot Question, and Draft Ordinance Increasing Transient Occupancy Tax from 10% to 12%; and Provide Direction on Whether to Proceed with Preparations to Submit Measure on the November 2009 Ballot.
11. REPORT OF COMMISSIONS, BOARDS, & COMMITTEES:
Receive Annual Report from the Redevelopment Advisory Committee.

a. Closed Session to Provide Direction to Legal Counsel Regarding Pending Litigation in Lind v. City of San Bruno, et al., San Mateo Superior Court Case Civ. No. 478318. (Cal. Gov't Code 54956.9(a).)
b. The City Manager and Human Resources Director Request a Closed Session Pursuant to Cal. Gov’t Code Section 4957.6 Regarding Direction for Labor Negotiations with the Mid Management Bargaining Unit.
14. ADJOURNMENT:
