Meeting location: Senior Center, 1555 Crystal Springs Road, San Bruno, CA.
City Council meetings are conducted in accordance with Roberts Rules of Order Newly Revised and City Council Rules of Procedure. You may address any agenda item by standing in front of the microphone until recognized by Council. All regular Council meetings are recorded and televised on CATV Channel 11 and replayed the following Thursday, at 2:00 pm. You may listen to recordings in the City Clerk's Office, purchase cassette and video copies, access our web site at www.sanbruno.ca.gov and San Bruno residents may check out video copies at the Library. a. There will not be a City Council Meeting on the Fourth Tuesday in December. The Next Regular City Council Meeting will be Held on January 13, 2008.

6. APPROVAL OF MINUTES: Regular Council Meeting of October 14 and 28, 2008
7. CONSENT CALENDAR: All items are considered routine or implement an earlier Council action and may be enacted by one motion; there will be no separate discussion unless requested by a Councilmember, citizen or staff.
a. Approve: Payroll of November 28, 2008.
b. Approve: Accounts Payable of November 17 and 24, 2008.
c. Adopt: Waive Second Reading and Adopt Ordinance Adding New Chapter 5.24, Establishing Requirements for the Maintenance of Distressed Vacant Properties, to Title 5 (Nuisances) to the San Bruno Municipal Code.
d. Adopt: Waive Second Reading and Adopt an Ordinance Adding New Chapter 5.26, Establishing Registration Requirement for Foreclosed and Abandoned Properties, to Title 5 (Nuisances) of the San Bruno Municipal Code
e. Adopt: Resolution Accepting Donation of Police Canine Ballistic Vests from the Police K9 Foundation
f. Adopt: Resolution Authorizing the City Manager to Execute Agreement with Jory HR, Inc. for Labor Relations Services in the Amount not to Exceed $53,000.
g. Adopt: Resolution Authorizing the City Manager to Execute a Side Letter Agreement Between the City of San Bruno and the San Bruno Management Employees Association to Extending the Existing Memorandum of Understanding, Through January 31, 2010.

9. CONDUCT OF BUSINESS:
a. Confirm City Councilmember Assignments to Citizen Advisory Committees.
b. Adopt Resolution Approving Addition of Red Curb on the North Side of Crystal Springs Just East of Donner Avenue; and Consider the Installation of a New Stop Sign on Crystal Springs Road Westbound at Donner Avenue.
c. Receive Report on the Results of the Cable Television Bundle and Save Promotional Program.
d. Adopt Resolution Authorizing the City Manager to Execute a Professional Services Agreement with Winzler & Kelly for Stormwater Master Plan Update in the Amount of $190,228, and Appropriating an Additional $118,728 from the Stormwater Enterprise Fund for a Total Budget of $210,228.
e. Receive Report and Review City Council Policy Regarding the Order of Itemsf on the City Council Agenda and on Citizen Advisory Commission, Boards and Committee Agendas.
f. Adopt Resolution Approving Revisions to the City’s Conflict of Interest Code Appendix.
g. Receive Oral Report from the City Clerk on her Attendance at the League of California Cities’, City Clerk’s New Law and Election Seminar.

(Three minutes/individuals, five minutes/groups in attendance). If you are unable to remain at meeting, inform City Clerk and she will request that Council consider your comments earlier. Note: It is Council's policy to refer matters raised in this forum to staff for investigation and/or action where appropriate. Brown Act prohibits Council from discussing or acting upon any matter not agendized pursuant to State Law.

Receive Annual Report from the Personnel Board.
12. COMMENTS FROM COUNCIL MEMBERS:<
The City Manager and Human Resources Director Request a Closed Session Pursuant to Cal. Gov’t Code Section 4957.6 Regarding Direction for Labor Negotiations with the Mid-Management and Miscellaneous Bargaining Units.
