Meeting location: Senior Center, 1555 Crystal Springs Road, San Bruno, CA.
City Council meetings are conducted in accordance with Roberts Rules of Order Newly Revised and City Council Rules of Procedure. You may address any agenda item by standing in front of the microphone until recognized by Council. All regular Council meetings are recorded and televised on CATV Channel 11 and replayed the following Thursday, at 2:00 pm. You may listen to recordings in the City Clerk's Office, purchase cassette and video copies, access our web site at www.sanbruno.ca.gov and San Bruno residents may check out video copies at the Library. In compliance with the Americans with Disabilities Act, individuals requiring reasonable accommodation for this meeting should notify us 48 hours prior to meeting. 6. APPROVAL OF MINUTES: Regular Council Meeting of January 27, 2009 and Special Meeting of February 2, 2009.
7. CONSENT CALENDAR: All items are considered routine or implement an earlier Council action and may be enacted by one motion; there will be no separate discussion unless requested by a Councilmember, citizen or staff.
a. Approve: Payroll of January 18, 2009.
b. Approve: Accounts Payable of December 19 and 26, 2009.
c. Waive: Second Reading and Adopt Ordinance Amending the Zoning Map Described in San Bruno Municipal Code Section 12.96.010 to Change the Zoning of a Portion of Assessor Parcel 020-364-320 from R-2 to C-B-D to be Consistent with the General Plan Land Use Classification.
d. Waive: Second Reading and Adopt an Ordinance Adding Chapter 10.21 (Sustainable Food Packaging) to Title 10 (Municipal Services) of the San Bruno Municipal Code.
e. Adopt: Resolution Directing that City Council Subcommittee Review San Bruno Municipal Code Chapter 10.21, Sustainable Food Packaging, Prior to April 1, 2010 Implementation Date.
8. PUBLIC HEARINGS (Notices have been published, posted and mailed):
Hold Public Hearing and Adopt Resolution Approving Request and Appropriating 2008-09 Citizen’s Option for Public Safety Funds in the Amount of $100,000.
9. PUBLIC COMMENT ON ITEMS NOT ON AGENDA:
Individuals allowed three minutes, groups in attendance, five minutes. If you are unable to remain at the meeting, ask the City Clerk to request that the Council consider your comments earlier. It is the Council's policy to refer matters raised in this forum to staff for investigation and/or action where appropriate. The Brown Act prohibits the Council from discussing or acting upon any matter not agendized pursuant to State Law.

a. Adopt Resolution Appropriating Public Art Funds of $19,000 for 2009 Action Plan Projects.
b. Adopt Resolution Approving San Mateo County Energy Strategy 2012.
c. Adopt Resolution Approving Installation of New Stop Sign on Monterey Drive at Sneath Lane and Additional Traffic Mitigation Measures for the Adjacent Pacific Heights Neighborhood.
d. Adopt Resolutions Authorizing the Filing of an Application for Federal American Recovery and Reinvestment Act of 2009 (ARRA) Funding and Stating the Assurance to Complete the Project; and Authorizing the City Manager to Award a Construction Contract in the Amount not to Exceed the American Recovery and Reinvestment Act Grant Fund Amount.
e. Adopt Resolution Approving Second Quarter Budget Amendment for the 2008-09 General Fund, Special Revenue Funds, Enterprise Funds, and Capital Improvement Program Budget.

Receive Annual Report from Culture & Arts Commission.
The City Manager and Human Resources Director Request a Closed Session Pursuant to Cal. Gov’t Code Section 4957.6 Regarding Direction for Labor Negotiations with the San Bruno Professional Fire Fighters Associations, Public Safety Mid-Management Bargaining Unit, Miscellaneous Group, Mid Management Bargaining Unit and San Bruno Police Bargaining Unit and San Bruno Management Employees Association.
14. ADJOURNMENT:
The next regular City Council Meeting will be held on February 24, 2009 at 7:00 p.m. at the Senior Center, 1555 Crystal Springs Road, San Bruno.
