Meeting location: Senior Center, 1555 Crystal Springs Road, San Bruno, CA.

City Council meetings are conducted in accordance with Roberts Rules of Order Newly Revised and City Council Rules of Procedure. You may address any agenda item by standing in front of the microphone until recognized by Council. All regular Council meetings are recorded and televised on CATV Channel 11 and replayed the following Thursday, at 2:00 pm. You may listen to recordings in the City Clerk's Office, purchase cassette and video copies, access our web site at www.sanbruno.ca.gov and San Bruno residents may check out video copies at the Library. In compliance with the Americans with Disabilities Act, individuals requiring reasonable accommodation for this meeting should notify us 48 hours prior to meeting. 6.   APPROVAL OF MINUTES: Special Meeting of January 12, 2009, Special Meeting of January 13, 2009 and Regular Council Meeting of January 13, 2009.

7.   CONSENT CALENDAR: All items are considered routine or implement an earlier Council action and may be enacted by one motion; there will be no separate discussion unless requested by a Councilmember, citizen or staff.

a. Approve: Payroll of January 9, 2009.

b. Approve: Accounts Payable of December 22 and 31, and January 12, 2009.

c. Adopt: Reconciliation of General Ledger to Bank Reports and the Investment Reports Dated December 31, 2008.

8.   PUBLIC HEARINGS (Notices have been published, posted and mailed):

a. Hold Public Hearing and Take the Following Actions Related to an Application for the Development of a Mixed-Use Project at 406-418 San Mateo Avenue:

1. Adopt Resolution Adopting a Mitigated Negative Declaration and Mitigation Monitoring Program.

2. Waive First Reading and Introduce an Ordinance Amending the Zoning Map Described In San Bruno Municipal Code Section 12.96.010 to Change the Zoning of a Portion of Assessor Parcel 020-364-320 from R-2 to C-B-D to be Consistent with the General Plan Land Use Classification for Development.

3. Adopt Resolution Approving a Vesting Tentative Subdivision Map, Architectural Review Permit, Use Permit, and Density Bonus.

4. Authorize the City Manager to Execute an Affordable Housing Agreement between the City and Conceptual Investment and Management, Inc.

b. Hold Public Hearing, Waive First Reading and  Introduce an Ordinance of the City of San Bruno Adding Chapter 10.21 (Sustainable Food Service Ware) to Title 10 (Municipal Services) of the San Bruno Municipal Code.

9.   PUBLIC COMMENT ON ITEMS NOT ON AGENDA

Individuals allowed three minutes, groups in attendance, five minutes.  If you are unable to remain at the meeting, ask the City Clerk to request that the Council consider your comments earlier.  It is the Council's policy to refer matters raised in this forum to staff for investigation and/or action where appropriate. The Brown Act prohibits the Council from discussing or acting upon any matter not agendized pursuant to State Law.

10.   CONDUCT OF BUSINESS:

a. Receive Quarterly Financial Report as of December 31, 2008 for the 2008-09 General Fund, Special Revenue Funds, Enterprise Funds, and Capital Improvement Program Budget.

b. Adopt Resolution Approving Strategies Addressing the 2008-09 General Fund Budget Deficit.

c. Adopt Resolution Approving Installation of 41.5 Feet of New Red Curb “No Parking” Zone and Elimination of 10 Feet of Existing Red Curb “No Parking” Zone on the West Side of Cherry Avenue South of Bayhill Drive.

d. Adopt Resolution Approving Cable Television Service Promotional Discount Offer for Limited Basic, Preferred Basic and Digistar Basic Services.

Receive Report from City Council Climate Change and Sustainability Subcommittee Regarding Proposed Ordinance to Ban Polystyrene.                                     

  13.   CLOSED SESSION:

The City Manager and Human Resources Director Request a Closed Session Pursuant to Cal. Gov’t Code Section 4957.6 Regarding Direction for Labor Negotiations with the San Bruno Professional Fire Fighters Associations, Public Safety Mid-Management Bargaining Unit, Miscellaneous Group, Mid Management Bargaining Unit and San Bruno Police Bargaining Unit.

14.  ADJOURNMENT:

The next regular City Council Meeting will be held on February 10, 2009 at 7:00 p.m. at the Senior Center, 1555 Crystal Springs Road, San Bruno.
