Meeting location: Senior Center, 1555 Crystal Springs Road, San Bruno, CA.

City Council meetings are conducted in accordance with Roberts Rules of Order Newly Revised and City Council Rules of Procedure. You may address any agenda item by standing in front of the microphone until recognized by Council. All regular Council meetings are recorded and televised on CATV Channel 11 and replayed the following Thursday, at 2:00 pm. You may listen to recordings in the City Clerk's Office, purchase cassette and video copies, access our web site at www.sanbruno.ca.gov and San Bruno residents may check out video copies at the Library. 6.   APPROVAL OF MINUTES: Special City Council Study Session Meeting of February 24, 2009 and City Council Meeting of February 24, 2009.

7.   CONSENT CALENDAR: All items are considered routine or implement an earlier Council action and may be enacted by one motion; there will be no separate discussion unless requested by a Councilmember, citizen or staff.

a. Approve: Payroll of February 15, 2009.

b. Approve: Accounts Payable of February 23, and March 2, 2009.

c. Adopt: Resolution Authorizing Purchase of an Emergency Generator from Peterson Power Systems, Inc in the Amount of $59,469 as part of the Senior Center Emergency Power Supply Generator Capital Improvement Project and Approving a Total Construction Budget in the Amount of $72,469.

Individuals allowed three minutes, groups in attendance, five minutes.  If you are unable to remain at the meeting, ask the City Clerk to request that the Council consider your comments earlier.  It is the Council's policy to refer matters raised in this forum to staff for investigation and/or action where appropriate. The Brown Act prohibits the Council from discussing or acting upon any matter not agendized pursuant to State Law.

10.   CONDUCT OF BUSINESS:

a. Adopt Resolution Authorizing the City Manager to Submit a Financial Assistance Application to the State Water Resources Control Board Clean Water State Revolving Fund for Federal American Recovery and Reinvestment Act of 2009 (ARRA) Funding for Water Quality Capital Improvement Projects.

b. Adopt Resolution Authorizing an Increase in Fines for Parking Violations Defined in the California Vehicle Code and the San Bruno Municipal Code.

c. Adopt Resolution Approving Agreement for Distribution of San Mateo County Measure A Funds for Local Transportation Purposes in Accordance with 2004 Measure A.

d. Receive Report and Approve Funding Strategy for Preparation of a Groundwater Management Plan.

e. Appoint Representative to the Board of the Colma Creek Flood Control Zone Advisory Committee with Term Ending March 31, 2013.

f. Receive Presentation Regarding Wastewater Recycling Wind Turbine Power Generation and Outfall Repair Projects at the South San Francisco/San Bruno Wastewater Treatment Plant.

11.   REPORT OF COMMISSIONS, BOARDS, & COMMITTEES:

Receive Annual Report from the Citizens Crime Prevention Committee.

The City Manager and Human Resources Director Request a Closed Session Pursuant to Cal. Gov’t Code Section 4957.6 Regarding Direction for Labor Negotiations with the Mid Management Bargaining Unit.

The next regular City Council Meeting will be held on March 24, 2009 at 7:00 p.m. at the Senior Center, 1555 Crystal Springs Road, San Bruno.
