Meeting location: Senior Center, 1555 Crystal Springs Road, San Bruno, CA.

City Council meetings are conducted in accordance with Roberts Rules of Order Newly Revised and City Council Rules of Procedure. You may address any agenda item by standing in front of the microphone until recognized by Council. All regular Council meetings are recorded and televised on CATV Channel 11 and replayed the following Thursday, at 2:00 pm. You may listen to recordings in the City Clerk's Office, purchase cassette and video copies, access our web site at www.sanbruno.ca.gov and San Bruno residents may check out video copies at the Library. In compliance with the Americans with Disabilities Act, individuals requiring reasonable accommodation for this meeting should notify us 48 hours prior to meeting. a. There will not be a City Council meeting on the fourth Tuesday in December. The only City Council meeting in December will be held on December 9, 2008.

b. The Holiday Tree Lighting Event will be held Thursday, December 4, 2008 at 5:30 p.m. at the Veterans Memorial Recreation Center.

7. CONSENT CALENDAR: All items are considered routine or implement an earlier Council action and may be enacted by one motion; there will be no separate discussion unless requested by a Councilmember, citizen or staff.

a. Approve:  Payroll of November 14, 2008.

b. Approve:  Accounts Payable of November 10, 2008.

c. Adopt: Reconciliation of General Ledger to Bank Reports and the Investment Reports Dated October 31, 2008.

d. Adopt:  Second Reading and Adopt An Ordinance Adding Section 5.08.380, “Authorizing Civil Fines for Failure to Maintain Foreclosed Residential Properties” to Chapter 5.08 (Enforcement, Nuisance Abatement, and Cost Recovery) of Title 5 of the San Bruno Municipal Code And Adopt Resolution Setting Civil Fines And Penalties For Violations of Section 5.08.380.

8.   PUBLIC HEARINGS (Notices have been published, posted and mailed):

a.   Hold Public Hearing, Waive First Reading and Introduce an Ordinance of the City of San Bruno Adding Chapter 10.21 (Sustainable Food Service Ware) to Title 10 (Municipal Services) of the San Bruno Municipal Code.

b.   Hold Public Hearing, Waive First Reading, and Introduce an Ordinance Adding New Chapter 5.24, Establishing Requirements for the Maintenance of Distressed Vacant Properties, to Title 5 (Nuisances) to the San Bruno Municipal Code.

c.   Hold Public Hearing, Waive First Reading, and Introduce an Ordinance Adding New Chapter 5.26, Establishing Registration Requirement for Foreclosed and Abandoned Properties, to Title 5 (Nuisances) of the San Bruno Municipal Code.

9.   CONDUCT OF BUSINESS:

a.   Adopt Resolution Authorizing the City Manager to Execute Professional Services Agreement with Winzler & Kelly for Stormwater Master Plan Update in an Amount of $190,228, and Appropriating an Additional $138,728. from the Stormwater Enterprise Fund for a Total Budget of $210,228.

b.   Adopt Resolution Authorizing the City Manager to Execute a Contract with Zim Industries, Inc. for Rehabilitating Well #20 in the Amount of $56,100 and Approving a Construction Budget in the Amount of $65,000. on the North Side of Crystal Springs Just East of Donner Avenue; and Consider the Installation of a New Stop Sign on Crystal Springs Road Westbound at Donner Avenue.

c.   Adopt Resolution Authorizing the City Manager to Execute Professional Design Services Agreement with Callander Associates for the Grand Boulevard Landscaping Project for a Total not-to-Exceed Contract Amount of $174,719.

The City Manager and Human Resources Director Request a Closed Session Pursuant to Cal. Gov’t Code Section 4957.6 Regarding Direction for Labor Negotiations with the Mid-Management, Miscellaneous and Management Bargaining Units.

The next regular City Council Meeting will be held on December 9, 2009, at 7:00 pm, at the Senior Center, 1555 Crystal Springs Road, San Bruno.
