City Council meetings are conducted in accordance with Roberts Rules of Order Newly Revised and City Council Rules of Procedure. All regular Council meetings are recorded and televised on CATV Channel 11 and replayed the following Thursday, at 2:00 pm. You may listen to recordings in the City Clerk's Office, purchase cassette and video copies, access our web site at www.sanbruno.ca.gov and San Bruno residents may check out video copies at the Library. 6.   APPROVAL OF MINUTES: City Council Meeting of May 24, 2011 and City Council Closed Session of May 24, 2011.

7.   CONSENT CALENDAR: All items are considered routine or implement an earlier Council action and may be enacted by one motion; there will be no separate discussion unless requested by a Councilmember, citizen or staff.

a. Approve: Payroll of May 22, 2011.

b. Approve: Accounts Payable of May 23 and 30, 2011.

c. Accept: Resolution Amending the Salary Plan for Unclassified, Part-time, Temporary and Seasonal Employee Classifications.

d. Accept: Resolution Approving Side Letter of Agreement Between the City of San Bruno and the Police Bargaining Unit, Extending the Existing Memorandum of Understanding and Authorizing its Execution by the City Manager.

e. Adopt: Resolution Extending the Expiration Date of the Fire Battalion Chief Employment Eligibility List.

f. Recieve: City Council Donations Subcommittee Report on the Set Aside Funds for Extreme and Unexpected Circumstances Related to the Glenview Fire

8.   PUBLIC HEARINGS (Notices have been published, posted and mailed):

a.   Hold Public Hearing, Adopt Resolution Approving a Six-Month Extension of Planned Development Permit 05 02, Allowing for the Development of 510 New Residential Units; and Adopt a Resolution Approving a Six-Month Extension of Planned Development Permit 10 01 and Architectural Review Permit 10-06 which Allows the 308 Apartment Unit Renovation Project, Per Chapter 12 of the San Bruno Municipal Code.

b.   Hold Public Hearing and Adopt Resolution Amending Master Fee Schedule for 2011-12 Establishing Fees for Municipal Services.

9.   PUBLIC COMMENT ON ITEMS NOT ON AGENDA:

Individuals allowed three minutes, groups in attendance, five minutes.  If you are unable to remain at the meeting, ask the City Clerk to request that the Council consider your comments earlier.  It is the Council's policy to refer matters raised in this forum to staff for investigation and/or action where appropriate. The Brown Act prohibits the Council from discussing or acting upon any matter not agendized pursuant to State Law.

10.   CONDUCT OF BUSINESS:

a. Receive Oral Report on the Progress of the San Bruno Caltrain Grade Separation Project.

b. Adopt Resolution Authorizing the City Manager to Execute a Contract with BKF Engineers for a Not-To-Exceed Amount of $298,516 to Provide Engineering Design Services for the Glenview Neighborhood Reconstruction Project.

c. Recieve Report and Provide Direction Regarding the Establishment of a Planning Committee to Develop an Event to Commemorate the One-Year Anniversary of the Glenview Fire.

d. Authorize Fireworks Stand Permits for 2011 Upon Finding that the Non-Profit Organizations Meet Requirements of Resolution 2008-59 and Ordinance No. 1700.

e. Adopt Resolution Authorizing City Manager to Execute a Third Amendment to the Agreement with San Mateo County for the Provision of Animal Control Services Extending the Term of the Agreement through June 20, 2015, Amending the Payment Schedule to the County, and Adding Specific Terms.

f. Adopt Resolution Authorizing the City Manager to Execute a Contract Change Order with Technology, Engineering & Construction, Inc. and Appropriate $40,000 from the General Fund Reserve to the Diesel Storage Tank Replacement Project for the Remediation of Contaminated Soils and Groundwater.

g. Adopt Resolution Approving the Water Supply Assessment for the Transit Corridors Plan.

11.   REPORT OF COMMISSIONS, BOARDS, & COMMITTEES:
Receive Annual Report from the Planning Commission.

12.   COMMENTS FROM COUNCIL MEMBERS:

13.   CLOSED SESSION:
a.   Confer with Legal Counsel Regarding Baykeeper v. City of San Bruno United States District Court Civil Case No. 00753 SC (Cal. Gov’t Code Section 54956.9(a)).

b.   The City Manager and Human Resources Director Request a Closed Session Pursuant to Cal Gov’t Code Section 54957.6 Regarding Direction for Labor Negotiations with the Public Safety Mid Management Bargaining Units

c.   Confer with Legal Counsel Regarding Anticipated Litigation (one case) (Cal Gov’t Code Section 54954.9 (a)).
