a.   A Disaster Relief Fundraiser for the People of Narita, Japan Will be Held Thursday, March 24, 2011 from 2:00 p.m. to 5:00 p.m. at the Parkside School Cafeteria, 1801 Niles Avenue, San Bruno.

b.   The 32nd Annual Pancake Breakfast will be held Saturday, April 16 at 9:00 a.m. and Annual Easter Egg Hunt at 11:00 a.m. at San Bruno City Park.

6.   APPROVAL OF MINUTES: City Council Meeting of March 8, 2011.

7.   CONSENT CALENDAR: All items are considered routine or implement an earlier Council action and may be enacted by one motion; there will be no separate discussion unless requested by a Councilmember, citizen or staff.

a. Approve: Payroll of February 27, 2011.

b. Approve: Accounts Payable of March 7 and 14, 2011.

c. Accept: Reconciliation of General Ledger to Bank Reports and the Investment Reports Dated February 28, 2011.

d. Accept: Housing Element Annual Progress Report for Calendar Year 2010 and Direct Staff to Forward to the California State Office of Planning and Research and the California Department of Housing and Community Development.

e. Adopt: Resolution Amending Resolution Nos. 2011-08 and 2011-16 Relating to City Council Donations Subcommittee to Confirm Mayor’s Appointment of Subcommittee Members. .

f. Approve: Out of State Travel for Water Division Staff to Attend the American Water Works Association Annual Conference and Exposition June 12-16, 2011 in Washington, D.C.

Individuals allowed three minutes, groups in attendance, five minutes.  If you are unable to remain at the meeting, ask the City Clerk to request that the Council consider your comments earlier.  It is the Council's policy to refer matters raised in this forum to staff for investigation and/or action where appropriate. The Brown Act prohibits the Council from discussing or acting upon any matter not agendized pursuant to State Law.

10.   CONDUCT OF BUSINESS:

a. Receive  Oral Report from City Council Subcommittee on Consolidation of Fire Services Among the Cities of San Bruno, Millbrae, and the Central County Fire Department (Burlingame and Hillsborough).

b. Adopt Resolution Approving Property Owner Notice and Protest Process for 2011-12 Garbage Rate Increase Proposed by Recology San Bruno.

c. Adopt  Resolution Approving the Tier 2 Drought Implementation Plan Among San Francisco Public Utility Commission Wholesale Customers Pursuant to Section C.11.C of the San Francisco Water Supply Agreement.

d. Adopt Resolution Authorizing the City Manager to Execute an Ownership, Operation, and Maintenance Agreement with the City/County Association of Governments of San Mateo County and the County of San Mateo for the San Mateo County Traffic Operation Management System (SMART Corridors Project).

e. Adopt Resolution Authorizing the City Manager to Execute a Construction Contract with Quality Striping, Inc. for the Fleetwood Drive Traffic Calming Project in the Amount of $49,975 and Approving the Construction Budget in the Amount of $57,500.

b.   The City Manager and Human Resources Director Request a Closed Session Pursuant to Cal Gov’t Code Section 54957.6 Regarding Direction for Labor Negotiations with the Police and Public Safety Mid Management Bargaining Units.

c.   Confer with Legal Counsel Regarding State Regional Water Quality Control Board, Citation No. R2-2010-0004 (Cal. Gov’t Code Section 54956.9(a)).

d.   Confer with Legal Counsel Regarding Baykeeper v. City of San Bruno United States District Court Civil Case No. 00753 SC (Cal. Gov’t Code Section 54956.9(a)).

e.   Confer with Legal Counsel Regarding Anticipated Litigation (one case) (Cal Gov’t Code Section 54954.9 (a)).
