6. APPROVAL OF MINUTES: City Council Meetings of February 8 and 22, 2011.
7. CONSENT CALENDAR: All items are considered routine or implement an earlier Council action and may be enacted by one motion; there will be no separate discussion unless requested by a Councilmember, citizen or staff.
a. Approve: Payroll of February 13, 2011.
b. Approve: Accounts Payable of February 22 and 28, 2011.
c. Accept: Letter of Resignation from Culture & Arts Commission Member Barbara Gallo. Declare a Commission Member Vacancy and Direct the City Clerk to Initiate the Process for Appointment of a New Member.
d. Receive: Report on Tolling Agreement Between the City and Insurance Carriers Representing Homeowners in the Glenview Fire Area.
8. PUBLIC HEARINGS (Notices have been published, posted and mailed):
Hold Public Hearing to Consider an Amendment to the Public Improvements Reimbursement Agreement Between the City of San Bruno and the San Bruno Redevelopment Agency:
a. Adopt Resolution Approving Amendment to the Public Improvements Reimbursement Agreement between the City and the Redevelopment Agency.
b. Adopt Resolution Approving Amendment to the Public Improvements Reimbursement Agreement between the Redevelopment Agency and the City.
9. PUBLIC COMMENT ON ITEMS NOT ON AGENDA:

10. CONDUCT OF BUSINESS:
a. Receive Oral Report on the City’s Participation in the National Transportation Safety Board (NTSB) Investigative Hearing Held in Washington, D.C., March 1-3, 2011.
b. Receive City Council Donations Subcommittee Oral Report.
c. Adopt Resolution Approving Change in Existing One-Hour Time Parking Restriction to Two-Hour along San Mateo Avenue in Downtown Area.
d. Receive Report on Proposed Street Rehabilitation Priorities.
e. Adopt Resolution Authorizing the Closure of San Mateo Avenue Between Jenevein Avenue and Sylvan Avenue on Sundays from May 1, 2011 through October 30, 2011 from 7:00 a.m. to 3:00 p.m., Jenevein Avenue Between El Camino Real and San Mateo Avenue on May 1, 2011 and June 5, 2011 from 7:00 a.m. to 3:00 p.m.; and Provide Direction Related to Chamber of Commerce Proposal to Expand Sunday Activities to Adjacent Block for Flea Market, Sidewalk Sale, and Other Activities.

a. The City Manager and Human Resources Director Request a Closed Session Pursuant to
Cal. Gov't Code Section 54957.6 Regarding Direction for Labor Negotiations with the Police
and Public Safety Mid Management Unit Bargaining Units.
b. Confer with Legal Counsel Regarding Anticipated Litigation (one case) (Cal. Gov’t Code Section 54954.9 (a)).
