Meeting location: Senior Center, 1555 Crystal Springs Road, San Bruno, CA.

City Council meetings are conducted in accordance with Roberts Rules of Order Newly Revised and City Council Rules of Procedure. You may address any agenda item by standing in front of the microphone until recognized by Council. All regular Council meetings are recorded and televised on CATV Channel 11 and replayed the following Thursday, at 2:00 pm. You may listen to recordings in the City Clerk's Office, purchase cassette and video copies, access our web site at www.sanbruno.ca.gov and San Bruno residents may check out video copies at the Library. In compliance with the Americans with Disabilities Act, individuals requiring reasonable accommodation for this meeting should notify us 48 hours prior to meeting. a. There will be a Town Hall Meeting on the Glenview Fire on Wednesday, April 27 from 6:30 to 8:00 p.m. at the San Bruno Senior Center, 1555 Crystal Springs Road, San Bruno.

b. The Annual Operation Clean Sweep Event will be held on Saturday, May 7 beginning at 9:00 a.m. at San Bruno City Park.

6.   APPROVAL OF MINUTES: City Council Meeting of May 10, 2011.

7.   CONSENT CALENDAR: All items are considered routine or implement an earlier Council action and may be enacted by one motion; there will be no separate discussion unless requested by a Councilmember, citizen or staff.

a. Approve: Payroll of May 8, 2011.

b. Approve: Accounts Payable of May 9 and 16, 2011.

c. Accept: Reconciliation of General Ledger to Bank Reports and the Investment Reports Dated April 30, 2011.

d. Waive: Second Reading and Adopt Ordinance Imposing a 1.447% Rate Increase Requested by Recology San Bruno for 2011-12 to be Effective July 1, 2011 as Presented in the Notice of Proposed Increase Mailed to All Property Owners.

e. Adopt: Resolution Temporarily Closing Certain Streets in Connection with the 71st Annual Posy Parade on June 5, 2011 and Authorizing Use of City Park Ball Fields and Police Department Assistance with Traffic Control.

f. Adopt: Resolution Authorizing the City Manager to Extend the Professional Services Agreement for Parking Citation Processing and Adjudication Services with Turbo Data Systems, Inc.

g. Adopt: Resolution Authorizing the City Manager to Execute a Contract in an Amount Not to Exceed $29,718 with Environmental Science Associates for Environmental Review of a Proposed Religious Facility at 714 4th Avenue.

9.   PUBLIC COMMENT ON ITEMS NOT ON AGENDA:

Individuals allowed three minutes, groups in attendance, five minutes.  If you are unable to remain at the meeting, ask the City Clerk to request that the Council consider your comments earlier.  It is the Council's policy to refer matters raised in this forum to staff for investigation and/or action where appropriate. The Brown Act prohibits the Council from discussing or acting upon any matter not agendized pursuant to State Law.

a. Adopt  Resolution Approving the City of San Bruno Investment Policy, and Receive Quarterly Investment Report from City Treasurer )

b. Adopt Resolution Approving the Facility Update Plan for the South San Francisco/San Bruno Water Quality Control Plant

c. Adopt  Adopt Resolution Approving Cable Television Services and Rates Effective July 1, 2011

d. Adopt  Resolution Authorizing the City Manager to Executive a Grant Deed and Grant of Easement Pursuant to the Public Improvements Agreement, dated August 19, 2010, Between AIMCO San Bruno Apartment Partners, L.P. (AIMCO) and the City of San Bruno.

b.   Confer with Legal Counsel Regarding Anticipated Litigation (one case) (Cal Gov’t Code Section 54954.9 (a)).
