Meeting location: Senior Center, 1555 Crystal Springs Road, San Bruno

All regular Council meetings are recorded and televised on CATV Channel 11 and replayed the following Thursday, at 2:00 pm. You may listen to recordings in the City Clerk's Office, purchase cassette and video copies, access our web site at www.sanbruno.ca.gov and San Bruno residents may check out video copies at the Library. 2. ROLL CALL/PLEDGE OF ALLEGIANCE:
Receive Report from San Francisco Sheriff’s Office Regarding the Status of the Proposed Demolition of the Former San Bruno Jail Site.
6. APPROVAL OF MINUTES: City Council Meeting of August 9, 2011 and Special City Council Meeting of August 24, 2011.
7. CONSENT CALENDAR: All items are considered routine or implement an earlier Council action and may be enacted by one motion; there will be no separate discussion unless requested by a Councilmember, citizen or staff.
a. Approve: Payroll of July 31, August 24 and 28, 2011.
b. Approve: Accounts Payable of August 8, 15, 22, 29 and September 6, 2011.
c. Accept: Reconciliation of General Ledger to Bank Reports and the Investment Reports Dated July 31, 2011.
d. Accept: Resignation Letter from Youth Representative on the Parks and Recreation Commission. Declare a Boardmember Vacancy and Direct the City Clerk to Initiate the Process for Appointment of a New Member.
e. Adopt: Resolution Authorizing the City Manager to Execute a Contract with San Mateo County’s Area Agency on Aging Program for the City of San Bruno’s Congregate Nutrition and Transportation Programs.
f. Adopt: Resolution Authorizing Staff to Apply for $30,000 in Grant Funds to Develop a Multipurpose Classroom and Computer Lab
8. PUBLIC HEARINGS (Notices have been published, posted and mailed):
Waive Second Reading, Hold Public Hearing, and Adopt Ordinance Adding Chapter 6.58
to the San Bruno Municipal Code Prohibiting Medical Marijuana Distribution Facilities.
9. PUBLIC COMMENT ON ITEMS NOT ON AGENDA:
Individuals allowed three minutes, groups in attendance, five minutes. If you are unable to remain at the meeting, ask the City Clerk to request that the Council consider your comments earlier. It is the Council's policy to refer matters raised in this forum to staff for investigation and/or action where appropriate. The Brown Act prohibits the Council from discussing or acting upon any matter not agendized pursuant to State Law.
10. CONDUCT OF BUSINESS:
a. Adopt an Enforceable Obligation Payment Schedule for the San Bruno Redevelopment Agency.
b. Receive Report on Police Consolidation Study.
c-1. Adopt Resolution Authorizing City Manager to Award and Execute a Contract for the Construction of the Crestmoor (Glenview Neighborhood Phase I Sewer Improvements to the Lowest Qualified Bidder in an Amount not to Exceed $175,000.
c-2. Adopt Resolution Authorizing the City Manager to Execute a Contract for the Design of Crestmoor (Glenview) Neighborhood Phase I Water System Improvements with West Yost Associates in the Amount of $79,000
d. Receive Report and Approve Response to San Mateo County Civil Grand Jury Report “Running on Empty?” Regarding Cities’ Availability of Financial Information, Level of Reserves and Liquidity, and Retiree Pension and Health Care Payments.
e. Receive Report and Approve Response to San Mateo County Civil Grand Jury Report “County Officials Need to Make Noise About Aircraft Noise.”
