Meeting location: Senior Center, 1555 Crystal Springs Road, San Bruno

All regular Council meetings are recorded and televised on CATV Channel 11 and replayed the following Thursday, at 2:00 pm. You may listen to recordings in the City Clerk's Office, purchase cassette and video copies, access our web site at www.sanbruno.ca.gov and San Bruno residents may check out video copies at the Library. 2. ROLL CALL/PLEDGE OF ALLEGIANCE:
Present Proclamation Declaring Saturday, October 1 as Arbor Day in San Bruno.
6. APPROVAL OF MINUTES: Special City Council Meeting of September 7, 2011 and City Council Meeting of September 13, 2011.
7. CONSENT CALENDAR: All items are considered routine or implement an earlier Council action and may be enacted by one motion; there will be no separate discussion unless requested by a Councilmember, citizen or staff.
a. Approve: Payroll of September 11, 2011.
b. Approve: Accounts Payable of September 12, 2011.
c. Accept: Reconciliation of General Ledger to Bank Reports and the Investment Reports Dated August 31, 2011.
d. Adopt: Resolutions Approving the Remittance Funding Agreements Between the City of San Bruno and the San Bruno Redevelopment Agency to Make the Appropriate Payment to the State of California Per ABX1 27 that Allows San Bruno to Continue to Function as a Redevelopment Agency.
8. PUBLIC HEARINGS (Notices have been published, posted and mailed):
Hold Public Hearing, Waive Reading and Introduce an Ordinance Which Conditionally Terminates the Skycrest Development Agreement, and Adopt a Resolution Assigning the Affordable Housing Agreement and Improvement Agreement from Skycrest Partners LP to D.R. Horton Bay, Inc.
9. PUBLIC COMMENT ON ITEMS NOT ON AGENDA:
Individuals allowed three minutes, groups in attendance, five minutes. If you are unable to remain at the meeting, ask the City Clerk to request that the Council consider your comments earlier. It is the Council's policy to refer matters raised in this forum to staff for investigation and/or action where appropriate. The Brown Act prohibits the Council from discussing or acting upon any matter not agendized pursuant to State Law.
10. CONDUCT OF BUSINESS:
a. Receive Crestmoor/Glenview Fire Financial Update Report as of June 30, 2010 and Adopt Resolution Approving Budget Amendment for 2010-11 for the Emergency Disaster Fund.
b. Adopt Resolution Authorizing the City Manager to Execute a Construction Contract with Foam Experts Roofing, Inc. in the Amount of $32,500 and Approving a Construction Budget of $37,500 to Replace the Roof for Pump Station No. 6.
c. Adopt Resolution Authorizing the City Manager to Execute a Construction Contract with Jeffco Painting & Coating, Inc. in the Amount of $91,600 and Approving a Construction Budget of $105,500 to Refurbish the Holding Tanks at Pump Station No. 6.
d. Adopt Resolution Authorizing the City Manager to Execute an Amendment to the Maintenance Contract with Westvalley Construction to Increase the Contract Amount by $60,000 for Urgent Repair of Water and Wastewater Facilities.
11. REPORT OF COMMISSIONS, BOARDS, & COMMITTEES:
Receive Annual Report from the Parks and Recreation Commission.
12. COMMENTS FROM COUNCIL MEMBERS:
a. Conference with Legal Counsel, Anticipated Litigation, Government Code Section
54956.9(b), One Case.
b. The City Manager and Human Resources Director Request a Closed Session Pursuant to
Cal. Government Code Section 54957.6 Regarding Labor Negotiations with the San Bruno Professional Fire Fighters Association, Public Safety Mid-Management Bargaining Unit, Miscellaneous Bargaining Unit, Mid-Management Bargaining Unit, San Bruno Police
Bargianing Unit, and San Bruno Management Employees Association.
