Meeting location: Senior Center, 1555 Crystal Springs Road, San Bruno, CA.
City Council meetings are conducted in accordance with Roberts Rules of Order Newly Revised and City Council Rules of Procedure. You may address any agenda item by standing in front of the microphone until recognized by Council. All regular Council meetings are recorded and televised on CATV Channel 11 and replayed the following Thursday, at 2:00 pm. You may listen to recordings in the City Clerk's Office, purchase cassette and video copies, access our web site at www.sanbruno.ca.gov and San Bruno residents may check out video copies at the Library. In compliance with the Americans with Disabilities Act, individuals requiring reasonable accommodation for this meeting should notify us 48 hours prior to meeting. 1. CALL TO ORDER:
2. ROLL CALL/PLEDGE OF ALLEGIANCE:
a. The San Bruno Redevelopment Agency will meet following this evening’s meeting.
b. The regularly scheduled City Council meeting on August 11, 2009 is cancelled.
c. The Beautification Task Force invites residents to nominate properties for 2009 annual Beautification Awards, nomination forms are available at the City Clerk’s Office or on the City’s website.
6. APPROVAL OF MINUTES: Special Meeting Minutes of June 23, 2009 and Regular Council Meeting of June 23, 2009.
7. CONSENT CALENDAR: All items are considered routine or implement an earlier Council action and may be enacted by one motion; there will be no separate discussion unless requested by a Councilmember, citizen or staff.
a. Approve: Payroll of June 21, 2009
b. Approve: Accounts Payable of June 22 and 29 and July 6, 2009.
c. Waive: Second Reading and Adopt by 2/3 Vote of the City Council an Ordinance of the City of San Bruno Amending Section 3.32.010 of the San Bruno Municipal Code to Increase the Transient Occupancy Tax on Rent Charged to Hotel Guests from Ten (10%) to Twelve (12%) Percent.
d. Adopt: Resolution Authorizing a Regional Grant Application through the Federal Emergency Management Agency’s Assistance to Firefighter Grant Program for the Purchase of Mobile and Portable Radios.
e. Approve: Resolution Authorizing a Regional Grant Application through the Federal Emergency Management Agency’s Assistance to Firefighter Grant Program for the Purchase of Mobile and Portable Radios.
f. Appoint: Representative to Bay Area Water Supply and Conservation Association (BAWSCA) Regional Financing Authority (RFA).
g. Adopt: Resolution Confirming Salary and Benefits for the Elected City Clerk and City Treasurer Positions.
8. PUBLIC HEARINGS (Notices have been published, posted and mailed):
Hold Public Hearing, Waive First Reading, and Introduce an Ordinance Amending Chapter 4.40 of Title 4 of the San Bruno Municipal Code Relating to Massage Regulations.
9. PUBLIC COMMENT ON ITEMS NOT ON AGENDA:
Individuals allowed three minutes, groups in attendance, five minutes. If you are unable to remain at the meeting, ask the City Clerk to request that the Council consider your comments earlier. It is the Council's policy to refer matters raised in this forum to staff for investigation and/or action where appropriate. The Brown Act prohibits the Council from discussing or acting upon any matter not agendized pursuant to State Law.
10. CONDUCT OF BUSINESS:
a. Receive Oral Report on the 2009 Fireworks Season.
b. Receive Quarterly Investment Report from City Treasurer.
c. Receive Report Regarding Traffic Calming Improvements at De Soto Way and Santa Lucia Avenue Intersection.
d. Approve Expenditures of up to $6000 from the Art Fund for Equipment and Marketing Materials for the Movies in the Park Series.
e. Adopt Resolution Approving Side Letter Agreements Between the City of San Bruno and the San Bruno Management Employees Association, the Mid Management Bargaining Unit, Miscellaneous Bargaining Unit, and the San Bruno Professional Firefighters Association, Extending their Existing Memorandum of Understandings, and Authorizing their Execution by the City Manager.
f. Adopt Resolution Authorizing City Manager to Execute Contract with Design, Community and Environment (DC&E) in an Amount not to Exceed $147,739 for Preparation of Zoning Code and Subdivision Map Ordinance Update.

The City Manager and Human Resources Director Request a Closed Session Pursuant to Cal. Gov’t Code Section 4957.6 Regarding Direction for Labor Negotiations with the Public Safety Mid-Management Bargaining Unit and San Bruno Police Bargaining Unit.

The next regular City Council Meeting will be held on July 28, 2009 at 7:00 p.m. at the Senior Center, 1555 Crystal Springs Road, San Bruno.
