Meeting location: Senior Center, 1555 Crystal Springs Road, San Bruno, CA.
City Council meetings are conducted in accordance with Roberts Rules of Order Newly Revised and City Council Rules of Procedure. You may address any agenda item by standing in front of the microphone until recognized by Council. All regular Council meetings are recorded and televised on CATV Channel 11 and replayed the following Thursday, at 2:00 pm. You may listen to recordings in the City Clerk's Office, purchase cassette and video copies, access our web site at www.sanbruno.ca.gov and San Bruno residents may check out video copies at the Library. In compliance with the Americans with Disabilities Act, individuals requiring reasonable accommodation for this meeting should notify us 48 hours prior to meeting. a. The San Bruno Redevelopment Agency will meet following this evening’s meeting.
b. The Beautification Task Force invites residents to nominate properties for 2009 annual Beautification Awards, nomination forms are available at the City Clerk’s Office or on the City’s website.

6. APPROVAL OF MINUTES: Regular Council Meeting of July 14, 2009.
7. CONSENT CALENDAR: All items are considered routine or implement an earlier Council action and may be enacted by one motion; there will be no separate discussion unless requested by a Councilmember, citizen or staff.
a. Approve: Payroll of July 5, 2009.
b. Approve: Accounts Payable of July 13 and 20, 2009.
c. Waive: Second Reading and Adopt an Ordinance Amending Chapter 4.40 of Title 4 of the San Bruno Municipal Code Relating to Massage Regulations.
d. Adopt: Resolution Amending the City Classification Plan by Adopting Position Descriptions for Recreation Services Manager, Recreation Services Supervisor, and Executive Assistant Positions.
e. Adopt: Amended Resolution Confirming Salary and Benefits for Elected City Clerk and City Treasurer Positions.

Individuals allowed three minutes, groups in attendance, five minutes. If you are unable to remain at the meeting, ask the City Clerk to request that the Council consider your comments earlier. It is the Council's policy to refer matters raised in this forum to staff for investigation and/or action where appropriate. The Brown Act prohibits the Council from discussing or acting upon any matter not agendized pursuant to State Law.
10. CONDUCT OF BUSINESS:
a. Adopt Resolution Authorizing the City Manager to Execute a Construction Contract with JJR Construction, Inc. for the Concrete Repair Project in the Amount of $193,645 and Approving a Construction Budget in the Amount of $242,100
b. Adopt Resolution Approving a Citywide Records Retention Schedule Authorizing Destruction of Certain City Records and Rescinding all Previous Records Retention Resolutions.
c. Adopt Resolution Authorizing City Manager to Execute First Addendum to Agreement Between the County of San Mateo and the City of San Bruno to Toll Statutes of Limitations for Claims Regarding Property Tax Administration Fees.
d. Adopt Resolution Amending the 2009-10 Capital Improvement Program Budget and Authorizing the City Manager to Execute Purchase Orders for the Commercial Data and Voice Services Project in the Amount of $1,609.267.
e. Adopt Resolution Approving Participation in a Countywide Neighborhood Stabilization Program to Acquire and Rehabilitate Vacant Foreclosed Properties for Resale to Qualified Homebuyers and Allocating $280,000 in Matching Funds from the BMR In-Lieu Fee Fund.
f. Adopt Resolution Approving Side Letter Agreement Between the City of San Bruno and the Public Safety Mid Management Bargaining Unit, Extending their Existing Memorandum of Understanding, and Authorizing their Execution by the City Manager.
