Meeting location: Senior Center, 1555 Crystal Springs Road, San Bruno, CA.

City Council meetings are conducted in accordance with Roberts Rules of Order Newly Revised and City Council Rules of Procedure. You may address any agenda item by standing in front of the microphone until recognized by Council. All regular Council meetings are recorded and televised on CATV Channel 11 and replayed the following Thursday, at 2:00 pm. You may listen to recordings in the City Clerk's Office, purchase cassette and video copies, access our web site at www.sanbruno.ca.gov and San Bruno residents may check out video copies at the Library. Recognize Participants in the Earth Day Poster Contest, Sponsored by San Bruno Garbage Company in Cooperation with the City of San Bruno.

4.   PRESENTATIONS:

Receive Report from Councilmember O’Connell on the Annual Operation Clean Sweep Event Held on May 2, 2009.

5.   REVIEW OF AGENDA:        

6.   APPROVAL OF MINUTES: Special Council Meeting and Regular Council Meeting of April 28, 2009.

7.   CONSENT CALENDAR: All items are considered routine or implement an earlier Council action and may be enacted by one motion; there will be no separate discussion unless requested by a Councilmember, citizen or staff.

a. Approve: Payroll of May 24, 2009

b. Approve: Accounts Payable of May 26, 2009.

c. Waive: Second Reading and Adopt Ordinance Temporarily Suspending Liability of Airport Parking Facilities for a Portion of the Airport Parking Facility Tax Provided for by San Bruno Municipal Code 3.16.180 Imposing a 2.46% Rate Increase.

d. Adopt: Resolution Authorizing the City Manager to Execute Agreement for Exchange of Emergency Medical Rescue and Fire Protection Services, Automatic and First Response.

8.   PUBLIC HEARINGS (Notices have been published, posted and mailed):

a. Hold Public Hearing, Waive First Reading, and Introduce an Ordinance Amending Chapter 12.220 (Wireless Telecommunications Facilities) to Title 12 (Land Use) of the San Bruno Municipal Code.

b. Hold Public Hearing and Adopt Resolution Amending Master Fee Schedule for 2009-10 and Establishing Fees for Municipal Services.

c. Hold Public Hearing and Authorize the City Manager to Negotiate an Agreement with Redflex Traffic Systems for a Red Light Photo Enforcement Program.

9.   PUBLIC COMMENT ON ITEMS NOT ON AGENDA:

Individuals allowed three minutes, groups in attendance, five minutes.  If you are unable to remain at the meeting, ask the City Clerk to request that the Council consider your comments earlier.  It is the Council's policy to refer matters raised in this forum to staff for investigation and/or action where appropriate. The Brown Act prohibits the Council from discussing or acting upon any matter not agendized pursuant to State Law.

10.   CONDUCT OF BUSINESS:

a. Authorize Fireworks Stand Permits for 2009 Upon Finding that the Non-Profit Organizations Meet Requirements of Resolution 2008-59 and Ordinance No. 1700.

b. Adopt Resolution Approving Paid Advertisements in the Community Services Department’s Recreation Guides and Approving Advertising Rates.

c. Adopt Resolution Authorizing the Closure of San Mateo Avenue Between Jenevein Avenue and Sylvan Avenue on Sundays from June 21, 2009 through October 18, 2009 between the Hours of 7:00 AM and 4:00 PM for a Farmers’ Market.

c.  Closed Session to Provide Direction to Legal Counsel Regarding Pending Litigation in Lind v. City of San Bruno, et al., San Mateo Superior Court Case Civ. No. 478318. (Cal. Gov't Code 54956.9(a)).
