Meeting location: Senior Center, 1555 Crystal Springs Road, San Bruno, CA.

City Council meetings are conducted in accordance with Roberts Rules of Order Newly Revised and City Council Rules of Procedure. You may address any agenda item by standing in front of the microphone until recognized by Council. All regular Council meetings are recorded and televised on CATV Channel 11 and replayed the following Thursday, at 2:00 pm. You may listen to recordings in the City Clerk's Office, purchase cassette and video copies, access our web site at www.sanbruno.ca.gov and San Bruno residents may check out video copies at the Library. a.  The 69th Annual Posy Parade, sponsored by the San Bruno Lions Club will be held on Sunday, June 7, 2009 at 1:00 p.m.

b.  The San Bruno Redevelopment Agency will meet following this evening’s meeting.

4.   PRESENTATIONS:

a. Present Proclamation Declaring the Week of May 10-16, 2009 as National Police Week in San Bruno.

b. Present Proclamation Declaring the Week of May 17-23, 2009 as Public Works Week in San Bruno.

5.   REVIEW OF AGENDA:        

6.   APPROVAL OF MINUTES: Special Council Meeting and Regular Council Meeting of April 28, 2009.

7.   CONSENT CALENDAR: All items are considered routine or implement an earlier Council action and may be enacted by one motion; there will be no separate discussion unless requested by a Councilmember, citizen or staff.

a. Approve: Payroll of April 26, 2009

b. Approve: Accounts Payable of April 27, 2009.

c. Waive: Second Reading and Adopt an Ordinance Adding New Chapter 6.51, Dangerous Fireworks, to Title 6 (Public Peace, Morals & Welfare) to the San Bruno Municipal Code.

8.   PUBLIC HEARINGS (Notices have been published, posted and mailed):

a. Hold Public Hearing, Waive First Reading, and Introduce Ordinances Adjusting Water and Wastewater Rates as Presented in the Notice of Proposed Increases Mailed to All Property Owners.

b. Hold Public Hearing, Waive First Reading, and Introduce Ordinance Imposing a 2.46% Rate Increase Requested by San Bruno Garbage Company for 2009-10 to be Effective July 1, 2009 as Presented in the Notice of Proposed Increase Mailed to All Property Owners.

9.   PUBLIC COMMENT ON ITEMS NOT ON AGENDA:

Individuals allowed three minutes, groups in attendance, five minutes.  If you are unable to remain at the meeting, ask the City Clerk to request that the Council consider your comments earlier.  It is the Council's policy to refer matters raised in this forum to staff for investigation and/or action where appropriate. The Brown Act prohibits the Council from discussing or acting upon any matter not agendized pursuant to State Law.

10.   CONDUCT OF BUSINESS:

a. Adopt Resolution Accepting Donation in the Amount of $3,290 from the Carlton Corners Association to Purchase Public Art and Consider Expenditure of up to $600 from the Public Art Fund to Purchase a Commemorative Plaque.

b. Receive Direction from the City Council to Set Study Session Dates for 2009-10 General Fund, Special Revenue Funds, and Enterprise Funds Budget.

c. Adopt Resolution Authorizing the City Manager to Execute Technical Consulting Services Agreement with Zcorum for Internet, Phone and Cable Television Technical and User Support Service.

d. Adopt Resolution Authorizing Purchase of Green Machine Compact Street Sweeper from Municipal Maintenance Equipment in the Amount of $85,325, Toro Groundsmaster 5900 Mower from Turf Star in the Amount of $81,182, and Hustler 4600 Mower from Moore Tractor in the Amount of $27,341.

e. Adopt Resolution Authorizing Purchase of 2009 Ford E350 Van from Downtown Ford Sales in the Amount of $19,965.

f. Appoint Representative to Bay Area Water Supply and Conservation Agency (BAWSCA.)

g. Receive and Provide Direction on Establishing Candidate Statement Policy.

The City Manager and Human Resources Director Request a Closed Session Pursuant to Cal. Gov’t Code Section 4957.6 Regarding Direction for Labor Negotiations with the San Bruno Miscellaneous Group.

The next regular City Council Meeting will be held on May 26, 2009 at 7:00 p.m. at the Senior Center, 1555 Crystal Springs Road, San Bruno.
