Meeting location: Senior Center, 1555 Crystal Springs Road, San Bruno, CA.
City Council meetings are conducted in accordance with Roberts Rules of Order Newly Revised and City Council Rules of Procedure. You may address any agenda item by standing in front of the microphone until recognized by Council. All regular Council meetings are recorded and televised on CATV Channel 11 and replayed the following Thursday, at 2:00 pm. You may listen to recordings in the City Clerk's Office, purchase cassette and video copies, access our web site at www.sanbruno.ca.gov and San Bruno residents may check out video copies at the Library. 1. CALL TO ORDER:
2. ROLL CALL/PLEDGE OF ALLEGIANCE:
a. The City Council will hold Study Sessions to review the Annual Budgets for the Year Beginning July 1, 2009 on June 8 and 17 at 5:30 p.m.
b. The 69th Annual Posy Parade, sponsored by the San Bruno Lions Club will be held on Sunday, June 7, 2009 at 1:00 p.m.
c. The San Bruno Redevelopment Agency will meet following this evening’s meeting.
a. Present 25-year Service Award to Firefighter/Paramedic Mike Coffey.
b. Present 30-year Service Award to Police Commander Marc Catalano.
6. APPROVAL OF MINUTES: Special Council Meeting and Regular Council Meeting of April 28, 2009.
7. CONSENT CALENDAR: All items are considered routine or implement an earlier Council action and may be enacted by one motion; there will be no separate discussion unless requested by a Councilmember, citizen or staff.
a. Approve: Payroll of May 10, 2009
b. Approve: Accounts Payable of May 4, 11 and 18, 2009.
c. Accept: Reconciliation of General Ledger to Bank Reports and the Investment Reports Dated April 30, 2009, as submitted by City Treasurer, John Marty.
d. Waive: Second Reading and Adopt Ordinance Imposing a 2.46% Rate Increase Requested by San Bruno Garbage Company for 2009-10 to be Effective July 1, 2009 as Presented in the Notice of Proposed Increase Mailed to All Property Owners.
e. Adopt: Resolution Amending Candidate Statement Printing Fee in the Master Fee Schedule.
f. Adopt: Resolution Temporarily Closing Certain Streets in Connection with the 69th Annual Posy Parade on June 7, 2009 and Authorizing Use of City Park Ball Fields and Police Department Assistance with Traffic Control.
8. PUBLIC HEARINGS (Notices have been published, posted and mailed):
Hold Public Hearing, Waive First Reading and Introduce an Ordinance Temporarily Suspending Liability of Airport Parking Facilities for a Portion of the Airport Parking Facility Tax Provided for by San Bruno Municipal Code 3.16.180.
9. PUBLIC COMMENT ON ITEMS NOT ON AGENDA:
Individuals allowed three minutes, groups in attendance, five minutes. If you are unable to remain at the meeting, ask the City Clerk to request that the Council consider your comments earlier. It is the Council's policy to refer matters raised in this forum to staff for investigation and/or action where appropriate. The Brown Act prohibits the Council from discussing or acting upon any matter not agendized pursuant to State Law.
10. CONDUCT OF BUSINESS:
a. Adopt Resolution Finding a Severe Fiscal Hardship will Exist if Additional City Property Tax Funds are Seized and Additional Unfunded Mandates are Adopted by the State of California.
c. Waive Second Reading and Adopt Ordinance Adjusting Wastewater Rates as Presented in the Notice of Proposed Increased Mailed to All Property Owners.
d. Receive Oral Report Regarding Chamber of Commerce Proposal to Establish a Downtown Farmers Market on Sundays Beginning June 14, 2009.
e. Adopt Resolution Authorizing City Manager to Execute a Construction Contract with J J Nguyen, Inc. for the El Camino Real Medians Phase I Upgrade Project in the Amount of $411,871 and Authorizing a Total Construction Budget in the Amount of $453,871.
f. Adopt Resolution Requesting the Metropolitan Transportation Commission to Allocate Fiscal Year 2009-10 Transportation Development Act Article 3 Pedestrian/Bicycle Project Funding to the City of San Bruno for the Commodore Drive Pedestrian Access Project
g. Adopt Resolution Authorizing the City Manager to Execute a Construction Contract with Steve Lagaros Backhoe Service for the Lions Field Batting Cages Project in the Amount of $40,800 and Approving Construction Budget in the Amount of $47,000.
h. Adopt Resolution Reaffirming the City of San Bruno’s Membership in the San Mateo County Pre-Hospital Emergency Medical Services Group.
11. REPORT OF COMMISSIONS, BOARDS, & COMMITTEES:
Receive Annual Report from Parks and Recreation Commission.
12. COMMENTS FROM COUNCIL MEMBERS:
a. Closed Session with Legal Counsel to Provide Direction Regarding Potential Litigation Govt Code 54956.9 (b)(1.)
b. The City Manager and Human Resources Director Request a Closed Session Pursuant to Cal. Gov’t Code Section 4957.6 Regarding Direction for Labor Negotiations with the San Bruno Professional Fire Fighters Associations, Public Safety Mid-Management Bargaining Unit, Miscellaneous Group, Mid Management Bargaining Unit, San Bruno Police Bargaining Unit and San Bruno Management Employees Association.
13. CLOSED SESSION:
The City Manager and Human Resources Director Request a Closed Session Pursuant to Cal. Gov’t Code Section 4957.6 Regarding Direction for Labor Negotiations with the San Bruno Miscellaneous Group.
14. ADJOURNMENT:
The next regular City Council Meeting will be held on June 9, 2009 at 7:00 p.m. at the Senior Center, 1555 Crystal Springs Road, San Bruno.
