Meeting location: Senior Center, 1555 Crystal Springs Road, San Bruno, CA.
City Council meetings are conducted in accordance with Roberts Rules of Order Newly Revised and City Council Rules of Procedure. You may address any agenda item by standing in front of the microphone until recognized by Council. All regular Council meetings are recorded and televised on CATV Channel 11 and replayed the following Thursday, at 2:00 pm. You may listen to recordings in the City Clerk's Office, purchase cassette and video copies, access our web site at www.sanbruno.ca.gov and San Bruno residents may check out video copies at the Library. 1. CALL TO ORDER:
2. ROLL CALL/PLEDGE OF ALLEGIANCE:
a. The Beautification Task Force Invites Residents to Nominate Properties for 2010 Annual Beautification Awards, Nomination Forms are Available at the City Clerk’s Office or on the City's Website.
b. The Regular City Council Meeting of August 10, 2010 is cancelled. The only Regular Meeting in August will be held on August 24, 2010.
c. All City Offices and Non-Emergency Response Operations Will Be Closed for Employee Furlough on the Second Friday of Each Even-Numbered Month Beginning on August 13, 2010.
d. The City of San Bruno and the San Bruno Sister City Committee will Host a Celebration Commemorating the 20th Anniversary of the Sister City Relationship with Narita, Japan on Wednesday, August 18, 2010 at 4:30 P.M. at the San Bruno Senior Center. The Public is Invited to Attend.

6. APPROVAL OF MINUTES: Regular City Council and San Bruno Redevelopment Agency Meeting of July, 27, 2010.
7. CONSENT CALENDAR: All items are considered routine or implement an earlier Council action and may be enacted by one motion; there will be no separate discussion unless requested by a Councilmember, citizen or staff.
a. Approve: Payroll of August 1 and 15, 2010.
b. Approve: Accounts Payable of July 26 and August 2, 9 and 16, 2010.
c. Accept: Reconciliation of General Ledger to Bank Reports and the Investment Reports Dated July 31, 2010.
d. Adopt: Resolution Authorizing an Application for Federal Surface Transportation Program and/or Congestion Mitigation and Air Quality Improvement Funding and Committing the Necessary Non-Federal Match to Complete the San Bruno Various Streets Resurfacing Project, the Street Median and Grand Boulevard Improvements Project, and the Transit Corridor Pedestrian Connection Improvement Project.
e. Adopt: Resolution Authorizing the City Manager to Execute a Contract with San Mateo County’s Aging and Adult Services Department’s Area Agency on Aging Program for the City of San Bruno’s Congregate Nutrition and Transportation Programs.
8. PUBLIC HEARINGS (Notices have been published, posted and mailed):
Hold Public Hearing and Adopt a Resolution of Intent to Draft a Groundwater Management Plan for the South Westside Basin.
9. PUBLIC COMMENT ON ITEMS NOT ON AGENDA:
Individuals allowed three minutes, groups in attendance, five minutes. If you are unable to remain at the meeting, ask the City Clerk to request that the Council consider your comments earlier. It is the Council's policy to refer matters raised in this forum to staff for investigation and/or action where appropriate. The Brown Act prohibits the Council from discussing or acting upon any matter not agendized pursuant to State Law.
10. CONDUCT OF BUSINESS:
a. Adopt Resolution Approving Changes to Various Existing Parking Restriction Zones.
b. Receive Report Regarding Traffic Speed on Susan Drive near Evergreen Ridge Apartments.
c. Receive Report and Provide Direction on Implementation of Sustainable Food Packaging Ordinance.
11. REPORT OF COMMISSIONS, BOARDS, & COMMITTEES:
Receive Annual Report from the Redevelopment Advisory Committee.
12. COMMENTS FROM COUNCIL MEMBERS:
a. Closed Session to Confer with Legal Counsel Regarding Baykeeper v. City of San Bruno, United States District Court, Civ. Case No. 00753 SC (Cal. Gov't Code section 54956.9(a)
b. The City Manager and Human Resources Director Request a Closed Session Pursuant to Cal. Gov’t Code Section 54957.6 Regarding Direction for Labor Negotiations with the Fire and Police Bargaining Units.
14. ADJOURNMENT:
The next regular City Council Meeting will be held on September 14, 2010 at 7:00 p.m. at the Senior Center, 1555 Crystal Springs Road, San Bruno.
