Meeting location: Senior Center, 1555 Crystal Springs Road, San Bruno, CA.

City Council meetings are conducted in accordance with Roberts Rules of Order Newly Revised and City Council Rules of Procedure. You may address any agenda item by standing in front of the microphone until recognized by Council. All regular Council meetings are recorded and televised on CATV Channel 11 and replayed the following Thursday, at 2:00 pm. You may listen to recordings in the City Clerk's Office, purchase cassette and video copies, access our web site at www.sanbruno.ca.gov and San Bruno residents may check out video copies at the Library. 2.   ROLL CALL/PLEDGE OF ALLEGIANCE:       

3.   ANNOUNCEMENTS:

      There will not be a City Council Meeting on the Fourth Tuesday in December.

4.   PRESENTATIONS:

      Conduct Annual Reorganization of the City Council and Appointment of Vice Mayor to Serve a One-Year Term.

5.   REVIEW OF AGENDA:

6.   APPROVAL OF MINUTES: Regular City Council Meeting of November 23, 2010 and Special Council Meeting of November 30, 2010.

7.   CONSENT CALENDAR: All items are considered routine or implement an earlier Council action and may be enacted by one motion; there will be no separate discussion unless requested by a Councilmember, citizen or staff.

a. Approve: Payroll of November 21, 2010.

b. Approve: Accounts Payable of November 22 and 29 and December 6, 2010.

c. Waive: Second Reading and Adopt Ordinance of the City of San Bruno adding Chapter 12.96.195 to the San Bruno Municipal Code, Which Creates the “Glenview (G) Rebuild Overlay Zone” and Associated Development Regulations for the Properties Damaged or Destroyed by the Glenview Fire and Amends the Zoning Map to Rezone the Properties Damaged or Destroyed by the Fire to R-1-G.

d. Adopt: Resolution Authorizing the City Manager to Amend the Contract with the San Mateo County Sheriff’s Office in the Additional Amount of $225,000 for Extending Period for Security Services in the Glenview Fire Area.

e. Review and Accept: Annual Report on Development Impact Fees for Year Ended June 30, 2010.

f. Adopt: Resolution Approving an Amended Flexible Spending Account Plan Document.

8.   PUBLIC HEARINGS (Notices have been published, posted and mailed):

Hold Public Hearing, Waive First Reading, and Introduce an Ordinance of the City of San Bruno Adding New Chapter 1.35, “Developer Indemnification” to Title 1 (General Provisions) of the San Bruno Municipal Code.

9.   PUBLIC COMMENT ON ITEMS NOT ON AGENDA:

Individuals allowed three minutes, groups in attendance, five minutes.  If you are unable to remain at the meeting, ask the City Clerk to request that the Council consider your comments earlier.  It is the Council's policy to refer matters raised in this forum to staff for investigation and/or action where appropriate. The Brown Act prohibits the Council from discussing or acting upon any matter not agendized pursuant to State Law.

10.   CONDUCT OF BUSINESS:

a. Receive Oral Report and Review Status of Local Emergency Related to the Glenview Fire Area and Adopt Resolution Continuing Declaration of Local Emergency.

b. Adopt Resolution Authorizing City Manager to Execute Contract with Pacific States Environmental in the Amount of $90,800 for the Demolition of Three Homes Declared Total Losses from the Glenview Fire.

c. Confirm City Councilmember Liaison Assignments with Citizen Advisory Committees.

d. Conduct Appeal Hearing Related to Award of Bid for Purchase of Mobile and Portable Radios.

e. Receive Report and Provide Direction Related to Adoption of 2010 Building Code Updates.

f. Adopt Resolution Authorizing the City Manager to Execute a Contract with RMC Water and Environment in an Amount Not to Exceed $309,420 for the Development of a Sewer Master Plan.

11.   REPORT OF COMMISSIONS, BOARDS, & COMMITTEES:

      Receive Annual Report from the Traffic & Safety Committee.

13.   CLOSED SESSION:

a. Consider Appointment of City Attorney (Cal Gov’t Code Section 54957).

b. Closed Session to Confer with Legal Counsel Regarding Anticipated Litigation (one case) (Cal Gov’t Code Section 54954.5).

The next regular City Council Meeting will be held on January 11, 2011 at 7:00 p.m. at the Senior Center, 1555 Crystal Springs Road, San Bruno.
