Meeting location: Senior Center, 1555 Crystal Springs Road, San Bruno, CA.
City Council meetings are conducted in accordance with Roberts Rules of Order Newly Revised and City Council Rules of Procedure. You may address any agenda item by standing in front of the microphone until recognized by Council. All regular Council meetings are recorded and televised on CATV Channel 11 and replayed the following Thursday, at 2:00 pm. You may listen to recordings in the City Clerk's Office, purchase cassette and video copies, access our web site at www.sanbruno.ca.gov and San Bruno residents may check out video copies at the Library. In compliance with the Americans with Disabilities Act, individuals requiring reasonable accommodation for this meeting should notify us 48 hours prior to meeting. Notices, agendas, and records for or otherwise distributed to the public at a meeting of the City Council will be made available in appropriate alternative formats upon request by any person with a disability. a. There will not be a City Council Meeting on the Fourth Tuesday in December
b. San Bruno’s Redevelopment Agency will meet following this evening’s Meeting.
6. APPROVAL OF MINUTES: Regular Council Meeting of November 24, 2009 and Special Council Meeting of December 1, 2009.
7. CONSENT CALENDAR: All items are considered routine or implement an earlier Council action and may be enacted by one motion; there will be no separate discussion unless requested by a Councilmember, citizen or staff.
a. Approve: yroll of November 22, 2009.
b. Approve: Accounts Payable of November 23, 2009.
c. Adopt: Resolution Amending the City’s Records Retention Schedule..

9. PUBLIC COMMENT ON ITEMS NOT ON AGENDA:
Individuals allowed three minutes, groups in attendance, five minutes. If you are unable to remain at the meeting, ask the City Clerk to request that the Council consider your comments earlier. It is the Council's policy to refer matters raised in this forum to staff for investigation and/or action where appropriate. The Brown Act prohibits the Council from discussing or acting upon any matter not agendized pursuant to State Law.
10. CONDUCT OF BUSINESS:
a. Adopt Resolution Approving New Time Limited Parking Restriction in 400 Block of 3rd Avenue Limiting Parking Duration to 15-Minutes Weekdays From 7:30AM to 8:30AM and 2:00PM to 3:30PM.
b. Adopt Resolution Approving Increase in Construction Budget and Appropriating $50,000 from the Redevelopment Fund to the El Camino Real Phase I Medians and Pedestrian Improvement Project.
c. Receive Report and Update Regarding the California Department of Housing and Community Development's Review of the Draft Housing Element.
11. REPORT OF COMMISSIONS, BOARDS, & COMMITTEES:
Receive Annual Report from Personnel Board.
