Meeting location: Senior Center, 1555 Crystal Springs Road, San Bruno, CA.

City Council meetings are conducted in accordance with Roberts Rules of Order Newly Revised and City Council Rules of Procedure. You may address any agenda item by standing in front of the microphone until recognized by Council. All regular Council meetings are recorded and televised on CATV Channel 11 and replayed the following Thursday, at 2:00 pm. You may listen to recordings in the City Clerk's Office, purchase cassette and video copies, access our web site at www.sanbruno.ca.gov and San Bruno residents may check out video copies at the Library. In compliance with the Americans with Disabilities Act, individuals requiring reasonable accommodation for this meeting should notify us 48 hours prior to meeting. A Redevelopment Agency Meeting will follow the City Council Meeting.

4.   PRESENTATIONS:

a. Boy Scouts Troop 72 Presentation of the Colors.

b. Present Proclamation to the Boy Scouts of America for their 100th Anniversary.

5.   REVIEW OF AGENDA:       

6.   APPROVAL OF MINUTES: Regular Council Meeting of January 26, 2010.

7.   CONSENT CALENDAR: All items are considered routine or implement an earlier Council action and may be enacted by one motion; there will be no separate discussion unless requested by a Councilmember, citizen or staff.

a. Approve: Payroll of January 17, 2010.    

b. Approve: Accounts Payable of January 6, 11, 19, and 25 and February 1, 2010.

c. Adopt: Resolution Amending the City Classification Plan by Adopting Position Descriptions for Police Commander, Police Sergeant, Police Officer, Police Communications and Records Supervisor, Public Safety Dispatcher I/II, Police Clerk I/II, and Community Service Officer I/II Positions.

9.   PUBLIC COMMENT ON ITEMS NOT ON AGENDA:

Individuals allowed three minutes, groups in attendance, five minutes.  If you are unable to remain at the meeting, ask the City Clerk to request that the Council consider your comments earlier.  It is the Council's policy to refer matters raised in this forum to staff for investigation and/or action where appropriate. The Brown Act prohibits the Council from discussing or acting upon any matter not agendized pursuant to State Law.

10.   CONDUCT OF BUSINESS:

a. Adopt Resolution Amending the 2009-10 Capital Improvement Program Adding the Catalpa Tot Lot and Basketball Court Improvements and Appropriating a Project Budget of $50,000.

b. Adopt Resolution Approving Second-Quarter Budget Amendment for the 2009-10 General Fund, Special Revenue Funds, Enterprise Funds, and Capital Improvement Program Budget.

c. Receive Report on Effort to Secure Federal Funding for Street Maintenance and Rehabilitation Project and Adopt Resolution Authorizing City Manager to Execute Contract with Harris & Associates, Inc. for Engineering and Design Services in an Amount not to Exceed $77,460. Effective April 1, 2010.

d. Adopt Resolution Supporting the Taxpayer, Public Safety and Transportation Protection Act of 2010.

11.   REPORT OF COMMISSIONS, BOARDS, & COMMITTEES:

Receive Annual Report from Community Preparedness Committee.

Closed Session for the Purpose of Conferring with Legal Counsel Regarding Pending Litigation in FCC Program Access Complaint, Wave Division Holdings, LLC, et al. v. Comcast Corp, et al., File No. CSR-8257-P (Cal. Gov't Code s. 54956.9(a).)
