Meeting location: Senior Center, 1555 Crystal Springs Road, San Bruno, CA.

City Council meetings are conducted in accordance with Roberts Rules of Order Newly Revised and City Council Rules of Procedure. You may address any agenda item by standing in front of the microphone until recognized by Council. All regular Council meetings are recorded and televised on CATV Channel 11 and replayed the following Thursday, at 2:00 pm. You may listen to recordings in the City Clerk's Office, purchase cassette and video copies, access our web site at www.sanbruno.ca.gov and San Bruno residents may check out video copies at the Library. In compliance with the Americans with Disabilities Act, individuals requiring reasonable accommodation for this meeting should notify us 48 hours prior to meeting. a.  Administer Oath of Office to New Councilmember Michael Salazar.

b.  Receive Presentation by Margot Grant, San Mateo County Census Coordinator, regarding the Census Complete Count Efforts and Present Proclamation Supporting Community Participation.

c.  Receive Presentation by Sepi Richardson, League of California Cities Boardmember Regarding League Activities and Proposed Proposition to Protect Local Revenues.

5.   REVIEW OF AGENDA:       

6.   APPROVAL OF MINUTES: Regular Council Meeting of December 8, 2009 and Special Council Meetings of December 15 and 16, 2009.

7.   CONSENT CALENDAR: All items are considered routine or implement an earlier Council action and may be enacted by one motion; there will be no separate discussion unless requested by a Councilmember, citizen or staff.

a. Approve: Payroll of December 6 and 20, 2009.    

b. Approve: Accounts Payable of and November 30 and December 7, 14, 21 and 30, 2009.

c. Accept: Reconciliation of General Ledger to Bank Reports and the Investment Reports Dated November 30, 2009.    

d. Accept: Letter of Resignation from Citizens Crime Prevention Committee Member Michael Salazar. Declare a Committee Member Vacancy and Direct the City Clerk to Initiate the Process for Appointment of a New Member.    

8.   PUBLIC HEARINGS (Notices have been published, posted and mailed):

Hold Public Hearing and Adopt Resolution Approving Request for Citizen’s Option for Public Safety Funds for FY 2009-10 in the Amount of $106,468.

9.   PUBLIC COMMENT ON ITEMS NOT ON AGENDA:

Individuals allowed three minutes, groups in attendance, five minutes.  If you are unable to remain at the meeting, ask the City Clerk to request that the Council consider your comments earlier.  It is the Council's policy to refer matters raised in this forum to staff for investigation and/or action where appropriate. The Brown Act prohibits the Council from discussing or acting upon any matter not agendized pursuant to State Law.

10.   CONDUCT OF BUSINESS:

a. Receive Report and Confirm Appointment of City Council Members to City Council Subcommittees and as Liaison to Citizen Advisory Committees, Commissions, and Boards.

b. Receive Report by the City Treasurer and Adopt Resolution Approving the City of San Bruno Investment Policy.

c. Adopt Resolution Approving Agreement with Citygate Associates for a Fire Shared Services/Merger Implementation Analysis in the Amount not to Exceed $20,000.

d. Receive Receive Oral Report on City Clerk’s Attendance at the League of California Cities New Election Law Seminar.
