Meeting location: Senior Center, 1555 Crystal Springs Road, San Bruno, CA.

City Council meetings are conducted in accordance with Roberts Rules of Order Newly Revised and City Council Rules of Procedure. You may address any agenda item by standing in front of the microphone until recognized by Council. All regular Council meetings are recorded and televised on CATV Channel 11 and replayed the following Thursday, at 2:00 pm. You may listen to recordings in the City Clerk's Office, purchase cassette and video copies, access our web site at www.sanbruno.ca.gov and San Bruno residents may check out video copies at the Library. In compliance with the Americans with Disabilities Act, individuals requiring reasonable accommodation for this meeting should notify us 48 hours prior to meeting. 6.   APPROVAL OF MINUTES: Regular City Council Meeting of June 8, 2010.

7.   CONSENT CALENDAR: All items are considered routine or implement an earlier Council action and may be enacted by one motion; there will be no separate discussion unless requested by a Councilmember, citizen or staff.

a. Approve: Payroll of June 6, 2010.    

b. Approve: Accounts Payable of May 31, June 7 and 14, 2010.

c. Accept: Reconciliation of General Ledger to Bank Reports and the Investment Reports Dated May 31, 2010.    

d. Accept: Letter of Resignation from Parks & Recreation Commission Member Bob Stanton. Declare a Committee Member Vacancy and Direct the City Clerk to Initiate the Process for Appointment of a New Member.

8.   PUBLIC HEARINGS (Notices have been published, posted and mailed).

Hold Public Hearing and Adopt Resolutions:
Approving the City Manager’s Recommended 2010-11 San Bruno Redevelopment Agency Budget;
Determining that the planning and administration expenses funded in fiscal year 2010-11 by the Low and Moderate Income Housing Fund are necessary for the production, improvement, and/or preservation of affordable housing for low and moderate income households.

9.   PUBLIC COMMENT ON ITEMS NOT ON AGENDA:

Individuals allowed three minutes, groups in attendance, five minutes.  If you are unable to remain at the meeting, ask the City Clerk to request that the Council consider your comments earlier.  It is the Council's policy to refer matters raised in this forum to staff for investigation and/or action where appropriate. The Brown Act prohibits the Council from discussing or acting upon any matter not agendized pursuant to State Law.

10.   CONDUCT OF BUSINESS:

a. Adopt Resolution Approving the City’s Appropriations Limit of $29,035,917 for 2010-11 Gann Initiative.)

b. Waive Second Reading and Adopt Ordinance Approving Amendment to the Development Plan to Allow Two Alternative Design Options:
Adopt Resolution Approving a 12-Month Extension of Planned Development Permit 05-02, which Currently Allows for the Demolition of the Existing 308 Unit Apartment Complex and the Development of 510 New Residential Units;
Adopt Resolution Approving Planned Development Permit 10-01 and Architectural Review Permit to Allow for the Renovation of the Existing 308 Apartment Units, Per Chapter 12 of the San Bruno Municipal Code, as an Alternative Project Design Option under the Development Plan.

c. Adopt Resolution Authorizing the City Manager to Execute a Construction Contract with KJ Woods Construction for the Mastick Avenue Utility Improvements Project in the Amount of $1,295,286.70 and Approving the Construction Budget in the Amount of $1,560,000.

d. Adopt Resolution Authorizing the City Manager to Execute a Contract with Rockaway Construction, Inc. for the Library Bathroom Remodel and Electrical Service Project in the Amount of $32,000 and Approving a Construction Budget in the Amount of $37,000.

e. Adopt Resolution Approving Side Letter Agreement Between the City of San Bruno and the San Bruno Management Employees Association (SBMEA), Extending the Existing Memorandum of Understanding and Authorizing its Execution by the City Manager.

b. Closed Session to Provide Direction to Legal Counsel in re California Trout v. Urban Water Suppliers, et al, State Water Resource Control Board (Cal. Gov't Code s. 54956.9(a))

d. The City Manager and Human Resources Director Request a Closed Session Pursuant to Cal. Gov’t Code Section 4957.6 Regarding Direction for Labor Negotiations with Public Safety Mid-Management, Police, Fire and Mid Management Bargaining Units.
