City Council meetings are conducted in accordance with Roberts Rules of Order Newly Revised and City Council Rules of Procedure. You may address any agenda item by standing in front of the microphone until recognized by Council. All regular Council meetings are recorded and televised on CATV Channel 11 and replayed the following Thursday, at 2:00 pm. You may listen to recordings in the City Clerk's Office, purchase cassette and video copies, access our web site at www.sanbruno.ca.gov and San Bruno residents may check out video copies at the Library. 7.   CONSENT CALENDAR: All items are considered routine or implement an earlier Council action and may be enacted by one motion; there will be no separate discussion unless requested by a Councilmember, citizen or staff.

a. Approve: Payroll of February 28, 2010. 0    

b. Approve: Accounts Payable of March 8 and 15, 2010.

c. Accept: : Reconciliation of General Ledger to Bank Reports and the Investment Reports Dated February 28, 2009.     

d. Waive: Second Reading, and Adopt an Ordinance of the City of San Bruno Amending Chapters 12.84, 12.96, 12.100, 12.108, 12.116, 12.120, 12.124, & 12.200 of Title 12 LAND USE) of the San Bruno Municipal Code.

8.   PUBLIC HEARINGS (Notices have been published, posted and mailed):

Hold Public Hearing. Adopt Resolution Adopting the Initial Study/Negative Declaration in Compliance with the California Environmental Quality Act (CEQA) and Adopt Resolution Adopting the 2009-2014 General Plan Housing Element.

9.   PUBLIC COMMENT ON ITEMS NOT ON AGENDA:

Individuals allowed three minutes, groups in attendance, five minutes.  If you are unable to remain at the meeting, ask the City Clerk to request that the Council consider your comments earlier.  It is the Council's policy to refer matters raised in this forum to staff for investigation and/or action where appropriate. The Brown Act prohibits the Council from discussing or acting upon any matter not agendized pursuant to State Law.

10.   CONDUCT OF BUSINESS:

a. Adopt Resolution Approving Property Owner Notice and Protest Process for 2010-11 Solid Waste Collection and Disposal Rate Increase Proposed by Recology San Bruno.

b. Receive Oral Report on Proposed Budget Reductions for the FY 2010-11 General Fund Operating Budget.

c. Adopt Resolution Authorizing City Manager to Execute an Agreement with the San Mateo Union High School District for Use of San Bruno Pool for Water Polo Practices from August 13 to November 5, 2010.

d. Receive Report and Provide Direction to Staff Whether to Regulate Smoking in Tobacco Retail Shops and Smokers’ Lounges.

Receive Annual Report from the Citizens Crime Prevention Committee.
