Meeting location: Senior Center, 1555 Crystal Springs Road, San Bruno, CA.
City Council meetings are conducted in accordance with Roberts Rules of Order Newly Revised and City Council Rules of Procedure. You may address any agenda item by standing in front of the microphone until recognized by Council. All regular Council meetings are recorded and televised on CATV Channel 11 and replayed the following Thursday, at 2:00 pm. You may listen to recordings in the City Clerk's Office, purchase cassette and video copies, access our web site at www.sanbruno.ca.gov and San Bruno residents may check out video copies at the Library. 2. ROLL CALL/PLEDGE OF ALLEGIANCE:
a. The 13th Annual “Coats for Kids” Program is Collecting Clean Gently Used Coats for Distribution, at the Volunteer Firemen’s Hall, 618 San Mateo Avenue on Thursday, November 19, 2009 from 4:00 to 7:00 p.m., for More Details Go to the City Website
b. There will be a Special Meeting for the Purpose of Installing Newly Elected City Officials on Tuesday, December 1 at 7:00 p.m.
c. There will not be a City Council Meeting on the Fourth Tuesday in December. The only Regular Council Meeting in December will be held on December 8, 2009.
a. Receive Presentation by High Speed Rail Authority on Status of High Speed Rail.
b. Present Proclamation Declaring October 23 to 31 as “Red Ribbon Week” in the City of San Bruno
c. Present Proclamation Declaring October 17, 2009 as Arbor Day in the City of San Bruno.
6. APPROVAL OF MINUTES: Special Council Meeting of September 28, 2009 and Regular Council Meeting of October 27, 2009.
7. CONSENT CALENDAR: All items are considered routine or implement an earlier Council action and may be enacted by one motion; there will be no separate discussion unless requested by a Councilmember, citizen or staff.
a. Approve: Payroll of October 25, 2009.
b. Approve: Accounts Payable of October 26 and November 2, 2009.
Waive Reading and Adopt Ordinance Establishing Temporary Moratorium on the Establishment and Operation of Medical Marijuana Collectives.
9. PUBLIC COMMENT ON ITEMS NOT ON AGENDA:
Individuals allowed three minutes, groups in attendance, five minutes. If you are unable to remain at the meeting, ask the City Clerk to request that the Council consider your comments earlier. It is the Council's policy to refer matters raised in this forum to staff for investigation and/or action where appropriate. The Brown Act prohibits the Council from discussing or acting upon any matter not agendized pursuant to State Law.
10. CONDUCT OF BUSINESS:
a. Receive Oral Report on Results of the November 3, 2009 General Municipal Election and the Schedule to fill City Council Vacancy.
b. Receive Oral Update on the El Camino Real Median Islands Improvement Project.
c. Adopt Resolution Authorizing the City Manager to Execute Memorandum of Understanding MOU) Between the Peninsula Corridor Joint Powers Board and the City of San Bruno for the San Bruno Grade Separation Project.
d. Receive Report and Recommendation from the Parks and Recreation Commission Regarding Improvements to the Catalpa Tot Lot.
e. Receive Report and Provide Direction to Staff Regarding Proposed Municipal Code Revisions to Implement Residential Design Guidelines.
f. Adopt Resolution Authorizing Purchase of 2010 Ford F550 Regular Cab Truck with a Utility Body from Towne Ford in the Amount of $78,977 for Water Operations.
g. Receive Oral Report on Status of Public Emergency at the 1200 Block of Montgomery Avenue and Confirm Continuation of Public Emergency.
h. Adopt Resolution Approving Side Letter Agreement Between the City of San Bruno and the San Bruno Police Bargaining Unit, Extending the Existing Memorandum of Understanding, and Authorizing its Execution by the City Manager.
