Meeting location: Senior Center, 1555 Crystal Springs Road, San Bruno, CA.
City Council meetings are conducted in accordance with Roberts Rules of Order Newly Revised and City Council Rules of Procedure. You may address any agenda item by standing in front of the microphone until recognized by Council. All regular Council meetings are recorded and televised on CATV Channel 11 and replayed the following Thursday, at 2:00 pm. You may listen to recordings in the City Clerk's Office, purchase cassette and video copies, access our web site at www.sanbruno.ca.gov and San Bruno residents may check out video copies at the Library. In compliance with the Americans with Disabilities Act, individuals requiring reasonable accommodation for this meeting should notify us 48 hours prior to meeting. Notices, agendas, and records for or otherwise distributed to the public at a meeting of the City Council will be made available in appropriate alternative formats upon request by any person with a disability. 2. ROLL CALL/PLEDGE OF ALLEGIANCE:
a. There will be a Special Meeting for the Purpose of Installing Newly Elected City Officials on Tuesday, December 1, 2009, at 7:00 p.m.
b. There will not be a City Council Meeting on the Fourth Tuesday in December. The only Regular Council Meeting in December will be held on December 8, 2009.
c. The Holiday Tree Lighting Event will be held Thursday, December 3, 2009 at 5:30 p.m. at the Veterans Memorial Recreation Center.

6. APPROVAL OF MINUTES: Special Council Meeting of September 28, 2009 and Regular Council Meeting of October 27, 2009.
7. CONSENT CALENDAR: All items are considered routine or implement an earlier Council action and may be enacted by one motion; there will be no separate discussion unless requested by a Councilmember, citizen or staff.

Waive Reading and Adopt Ordinance Establishing Temporary Moratorium on the Establishment and Operation of Medical Marijuana Collectives.
9. PUBLIC COMMENT ON ITEMS NOT ON AGENDA:
Individuals allowed three minutes, groups in attendance, five minutes. If you are unable to remain at the meeting, ask the City Clerk to request that the Council consider your comments earlier. It is the Council's policy to refer matters raised in this forum to staff for investigation and/or action where appropriate. The Brown Act prohibits the Council from discussing or acting upon any matter not agendized pursuant to State Law.
10. CONDUCT OF BUSINESS:
a. Adopt Resolution Accepting Donation of Outdoor Scoreboard for Diamond #2 from San Bruno Pee Wee Baseball.
b. Receive Report on Design of Traffic Calming Improvements for the Intersection at Crystal Springs Road and Donner Avenue.
c. Adopt Resolution Terminating Public Emergency Sewer Repair in the Vicinity of the 1200 Block of Montgomery Avenue.
d. Adopt Resolution Authorizing the Purchase of Additional Equipment to Complete the Construction of the City’s Data and Voice Network as Part of the Commercial Data and Voice Services Project in the Amount of $40,000.
e. Review and Accept Annual Report on Development Impact Fees for Year Ended June 30, 2009.
