Meeting location: Senior Center, 1555 Crystal Springs Road, San Bruno, CA.

City Council meetings are conducted in accordance with Roberts Rules of Order Newly Revised and City Council Rules of Procedure. You may address any agenda item by standing in front of the microphone until recognized by Council. All regular Council meetings are recorded and televised on CATV Channel 11 and replayed the following Thursday, at 2:00 pm. You may listen to recordings in the City Clerk's Office, purchase cassette and video copies, access our web site at www.sanbruno.ca.gov and San Bruno residents may check out video copies at the Library. 5.   REVIEW OF AGENDA:       

6.   APPROVAL OF MINUTES: Regular City Council and San Bruno Redevelopment Agency Meeting of October 26, 2010 and the Special Council Meeting of November 2, 2010.

7.   CONSENT CALENDAR: All items are considered routine or implement an earlier Council action and may be enacted by one motion; there will be no separate discussion unless requested by a Councilmember, citizen or staff.

a. Approve: Payroll of October 24, 2010.   

b. Approve: Accounts Payable of October 25 and November 1, 2010.

c. Waive: Second Reading, and Adopt an Ordinance of the City of San Bruno Amending and Restating the Development Plan for Crystal Springs Terrace Apartments.

8.   PUBLIC HEARINGS (Notices have been published, posted and mailed):

Hold Public Hearing, Waive First Reading, and Introduce an Ordinance of the City of San Bruno Amending and Restating the Development Plan for Crystal Springs Terrace Apartments; and Adopt a Resolution Approving a Planned Development Permit and Architectural Review Permit.

9.   PUBLIC COMMENT ON ITEMS NOT ON AGENDA:

Individuals allowed three minutes, groups in attendance, five minutes.  If you are unable to remain at the meeting, ask the City Clerk to request that the Council consider your comments earlier.  It is the Council's policy to refer matters raised in this forum to staff for investigation and/or action where appropriate. The Brown Act prohibits the Council from discussing or acting upon any matter not agendized pursuant to State Law.

10.   CONDUCT OF BUSINESS:

a. Appoint Citizens to Bicycle & Pedestrian Advisory Committee, Citizens Crime Prevention Committee, Community Preparedness Committee, Culture & Arts Commission, Parks & Recreation Commission and Personnel Board.

b. Adopt Resolution Authorizing the City Manager to Execute a Contract for with Sunstone Construction, Inc. for the Repair of the Claremont and Glenview Retaining Walls Damaged by the Glenview Fire in the Amount of $602,700 and Authorize a Construction Budget in the Amount of $723,000.

c. Adopt Resolution Accepting Donation from San Bruno Pee Wee Baseball for Scoreboard at Diamond #3.

d. Adopt Resolution Authorizing the City Manager to Execute Contract with Parsons Brinckerhoff for Construction Management Services for the San Bruno Grade Separation Project in an Amount Not to Exceed $327,000.

e. Adopt Resolution Authorizing Increases in Fines for Parking Violations Defined in the California Vehicle Code and the San Bruno Municipal Code.

f. Receive Report on Status of the Fleetwood Traffic Calming Project.

g. Adopt Resolution Approving Agreement for Joint Fire Operational and Emergency Medical Services Training and Administrative Services.

h. Adopt Resolution Authorizing the City Manager to Execute the Voluntary Employee Beneficiary Association (VEBA) Health Savings Plan and Trust Agreement.
