Meeting location: Senior Center, 1555 Crystal Springs Road, San Bruno, CA.
City Council meetings are conducted in accordance with Roberts Rules of Order Newly Revised and City Council Rules of Procedure. You may address any agenda item by standing in front of the microphone until recognized by Council. All regular Council meetings are recorded and televised on CATV Channel 11 and replayed the following Thursday, at 2:00 pm. You may listen to recordings in the City Clerk's Office, purchase cassette and video copies, access our web site at www.sanbruno.ca.gov and San Bruno residents may check out video copies at the Library. 2. ROLL CALL/PLEDGE OF ALLEGIANCE:
6. APPROVAL OF MINUTES: Regular City Council Meeting of October 12, 2010 and the Special City Council Meeting of October 19, 2010.
7. CONSENT CALENDAR: All items are considered routine or implement an earlier Council action and may be enacted by one motion; there will be no separate discussion unless requested by a Councilmember, citizen or staff.
a. Approve: Payroll of October 10, 2010.
b. Approve: Accounts Payable of October 4, 11 and 18, 2010.
c. Accept: Reconciliation of General Ledger to Bank Reports and the Investment Reports Dated September 30, 2010.
d. Accept: Letters of Resignation from Personnel Board Member David Thomas, Culture and Arts Commissioner Melodie Tobin, and Citizens Crime Prevention Member Carol Campbell. Declare Committee Member Vacancies and Direct the City Clerk to Initiate the Process for Appointment of New Members.
8. PUBLIC HEARINGS (Notices have been published, posted and mailed):
Hold Public Hearing, Waive First Reading, and Introduce an Ordinance of the City of San Bruno Amending and Restating the Development Plan for Crystal Springs Terrace Apartments; and Adopt a Resolution Approving a Planned Development Permit and Architectural Review Permit.
9. PUBLIC COMMENT ON ITEMS NOT ON AGENDA:
Individuals allowed three minutes, groups in attendance, five minutes. If you are unable to remain at the meeting, ask the City Clerk to request that the Council consider your comments earlier. It is the Council's policy to refer matters raised in this forum to staff for investigation and/or action where appropriate. The Brown Act prohibits the Council from discussing or acting upon any matter not agendized pursuant to State Law.
10. CONDUCT OF BUSINESS:
a. Receive Oral Report and Review Status of Local Emergency Related to the Glenview Fire Area and Adopt Resolution Continuing Declaration of Local Emergency.
b. Adopt Resolution Amending Master Fee Schedule Rental Rate for Senior Center Assembly Room Allowing Use of the Kitchen.
c. Adopt Resolution Approving New Red Curb on the North Side of Sylvan Avenue West of Maryland Place, on the East Side of Mastick Avenue North and South of Maryland Place, and the North Side of Commodore Drive East and West of the Parking Lot Entrance to Peninsula Place Condominiums Located at 1126 Cherry Avenue.
d. Adopt Resolution Authorizing the City Manager to Execute a Contract with ERS Industrial Services, Inc. in the Amount of $32,970 for the Well No. 16 Filter Project.
e. Receive Quarterly Financial Reports as of September 2010 for the 2010-11 General Fund, Special Revenue Funds, Enterprise Funds Budget.
f. Adopt Resolution Approving First Quarter Budget Amendment for the 2010-11 General Fund, Special Revenue Funds, and Enterprise Funds Budget. Adopted Budget.
1) Amending 2010-11 General Fund, Special Revenue Funds, and Enterprise Funds Budget to Re-Appropriate 2009-10 Carryover Encumbrances from Reserve for Encumbrances.
2) Amending the San Bruno Redevelopment Agency 2010-11 Budget to Re-Appropriate 2009-10 Carryover Encumbrances from Reserve for Encumbrances.

The City Manager and Human Resources Director Request a Closed Session Pursuant to Cal. Gov’t Code Section 54957.6 Regarding Direction for Labor Negotiations with the Public Safety Mid Management and Police Bargaining Units.
The next regular City Council Meeting will be held on November 9, 2010 at 7:00 p.m. at the Senior Center, 1555 Crystal Springs Road, San Bruno.
