Meeting location: Senior Center, 1555 Crystal Springs Road, San Bruno, CA.
City Council meetings are conducted in accordance with Roberts Rules of Order Newly Revised and City Council Rules of Procedure. You may address any agenda item by standing in front of the microphone until recognized by Council. All regular Council meetings are recorded and televised on CATV Channel 11 and replayed the following Thursday, at 2:00 pm. You may listen to recordings in the City Clerk's Office, purchase cassette and video copies, access our web site at www.sanbruno.ca.gov and San Bruno residents may check out video copies at the Library. 2. ROLL CALL/PLEDGE OF ALLEGIANCE:
a. The Project Pride Committee Announces the Annual Halloween Parade to be held Friday, October 30, 2009 at the Shops at Tanforan beginning at 3:30 p.m.
b. The 13th Annual “Coats for Kids” Program is Collecting Clean Gently Used Coats for Distribution, at the Volunteer Firemen’s Hall, 618 San Mateo Avenue on Thursday, November 19, 2009 from 4:00 to 7:00 p.m., for More Details Go to the City Website.
c. San Bruno Redevelopment Agency will Meet Following this Evening’s Meeting..
a. Receive Presentation by High Speed Rail Authority on Status of High Speed Rail.
b. Present Proclamation Declaring October 23 to 31 as “Red Ribbon Week” in the City of San Bruno
c. Present Proclamation Declaring October 17, 2009 as Arbor Day in the City of San Bruno.
6. APPROVAL OF MINUTES: Special Council Meeting of September 29, 2009 and Regular Council Meeting of October 13, 2009. .
7. CONSENT CALENDAR: All items are considered routine or implement an earlier Council action and may be enacted by one motion; there will be no separate discussion unless requested by a Councilmember, citizen or staff.
a. Approve: Payroll of October 11, 2009. .
b. Approve: Accounts Payable of October 12 and 19, 2009.
c. Accept: Reconciliation of General Ledger to Bank Reports and the Investment Reports Dated Septemeber 30, 2009 as submitted by City Treasurer, John Marty.
d. Accept: Letter from Personnel Board Member Requesting that the City Council Declare a Boardmember Vacancy and Direct the City Clerk to Initiate the Process for Appointment of a New Member.
Waive Reading and Adopt Ordinance Establishing Temporary Moratorium on the Establishment and Operation of Medical Marijuana Collectives.
9. PUBLIC COMMENT ON ITEMS NOT ON AGENDA:
Individuals allowed three minutes, groups in attendance, five minutes. If you are unable to remain at the meeting, ask the City Clerk to request that the Council consider your comments earlier. It is the Council's policy to refer matters raised in this forum to staff for investigation and/or action where appropriate. The Brown Act prohibits the Council from discussing or acting upon any matter not agendized pursuant to State Law.
10. CONDUCT OF BUSINESS:
a. Receive Quarterly Financial Report as of September 30, 2009 for the 2009-10 General Fund, Special Revenue Funds, Enterprise Funds, and Capital Improvement Program Budget.
b. Adopt Resolution Approving First-Quarter Budget Amendment for the 2009-10 General Fund, Special Revenue Funds, and Enterprise Funds, and Capital Improvement Program Budget.
c. Adopt Resolution Authorizing the City Manager to Execute Professional Services Agreement with Anil Verma Associates, Inc. for Review of Caltrain San Bruno Grade Separation Project Plans in an amount not to Exceed $50,000.
d. Receive Oral Report on Status of Public Emergency at 1200 Block of Montgomery Avenue and Confirm Continuation of Public Emergency.
e. Adopt Resolution Authorizing City Manager to Execute all Documents Necessary to Apply for and Accept Metropolitan Transportation Commission (MTC) Lifeline Transportation Program Grant Funds.

The City Manager and Human Resources Director Request a Closed Session Pursuant to Cal. Gov’t Code Section 54957.6 Regarding Direction for Labor Negotiations with the San Bruno Police Bargaining Unit.
