Meeting location: Senior Center, 1555 Crystal Springs Road, San Bruno, CA.

City Council meetings are conducted in accordance with Roberts Rules of Order Newly Revised and City Council Rules of Procedure. You may address any agenda item by standing in front of the microphone until recognized by Council. All regular Council meetings are recorded and televised on CATV Channel 11 and replayed the following Thursday, at 2:00 pm. You may listen to recordings in the City Clerk's Office, purchase cassette and video copies, access our web site at www.sanbruno.ca.gov and San Bruno residents may check out video copies at the Library. 6.   APPROVAL OF MINUTES:  Special Council Study Session Meeting of August 25, 2009 and Regular Council Meeting of August 25, 2009.

7.   CONSENT CALENDAR: All items are considered routine or implement an earlier Council action and may be enacted by one motion; there will be no separate discussion unless requested by a Councilmember, citizen or staff.

a. Approve: Payroll of August 16, 2009

b. Approve: Accounts Payable of August 17, 24 and 31, 2009.

c. Waive: Second Reading and Adopt an Ordinance Amending 12.84 of San Bruno Municipal Code, Regulating Adult Businesses and Massage Establishments.

d. Accept: Grant from the State of California, Office of Traffic Safety in the Amount of $80,895 and Implement the Driving Under the Influence Education and Enforcement Program.

e. Adopt: Resolution Authorizing the Closure of San Mateo Avenue Between Jenevein Avenue and Sylvan Avenue on Sundays from October 25, 2009 through November 22, 2009 between 7:00 am and 4:00 pm for Farmers’ Market.

Individuals allowed three minutes, groups in attendance, five minutes.  If you are unable to remain at the meeting, ask the City Clerk to request that the Council consider your comments earlier.  It is the Council's policy to refer matters raised in this forum to staff for investigation and/or action where appropriate. The Brown Act prohibits the Council from discussing or acting upon any matter not agendized pursuant to State Law.

10.   CONDUCT OF BUSINESS:

a. Receive Report and Approve Response to the Grand Jury Report Entitled: “Reversing the Upward Trajectory of Employee Costs in the Cities of San Mateo County."

b. Adopt Resolution Amending the 2009-10 Capital Improvement Program Adding the Caltrain Grade Separation Project and Appropriating a Project Budget of $250,000.

c. Receive Report and Provide Direction to Staff on Priorities for Sidewalk Repair Program for 2009-10.

d. Adopt Resolution Authorizing the City Manager to Execute Construction Agreement with G. Bartolotto & Co., Inc. for the American Reinvestment and Recovery Act Paving Project, Project No. 84210 Federal Aided Project No. ESPL-5226(016) in the Amount of $629,228 and Approving Construction Budget in the Amount of $692,228.

c.  The City Manager and Human Resources Director Request a Closed Session Pursuant to Cal. Gov’t Code Section 4957.6 Regarding Direction for Labor Negotiations with the San Bruno Police Bargaining Unit.

d.  Closed Session for purpose of City Attorney’s Performance Evaluation (Gov’t Code Section 54957).
