ENFORCEABLE OBLIGATION PAYMENT SCHEDULE (EOPS)
On January 24, 2012, the San Bruno Redevelopment Agency adopted an Amended Enforceable Obligation Payment Schedule (“EOPS”) pursuant to the State of California Health and Safety Code Section 34169. The Amended EOPS succeeds the Enforceable Obligation Payment Schedule (“EOPS”) adopted by the San Bruno Redevelopment Agency on September 13, 2011, pursuant to the State of California Health and Safety Code Section 34169. CALIFORNIA SUPREME COURT DECISION - AB 1X 26
On December 29, 2011, the State Supreme Court announced its decision in CRA v. Matosantos – a devastating ruling that will hamper economic development and affordable housing in communities across California. The Court upheld AB 1X 26, the redevelopment “elimination” bill, but struck down AB 1X 27, the bill that would have allowed agencies to continue after making a payment to the state. This was the worst case scenario for the state's approximately 400 redevelopment agencies. All agencies, including the San Bruno Redevelopment Agency, will officially be dissolved on
February 1, 2012, unless the State Legislature acts quickly to save redevelopment.
AB 26 outlines a number of procedural requirements that the City must fulfill prior to the dissolution date. The first step was the adoption of an Enforceable Obligation Payment Schedule (EOPS) (see above). On January 10, 2012, in accordance with AB 26, the City Council elected to be the Successor Agency in charge of existing redevelopment obligations. While it is not required that the City act as the successor agency, most cities are acting as the successor agencies, as it retains local control to the maximum extent possible. In addition, the City Council elected to take on the housing functions of the former Redevelopment Agency.
The San Bruno City Council serves as the governing board of the Redevelopment Agency, which is a legally separate unit of local government. The Redevelopment Agency meets on an as-needed basis on the second and fourth Tuesday of each month in joint meetings with the City Council. City Council/ Redevelopment Agency meetings start at 7:00 p.m. and are televised live on Cable Channel 1 from the San Bruno Senior Center, 1555 Crystal Springs Road.
REDEVELOPMENT PLAN
The Redevelopment Agency oversees the implementation of the San Bruno Redevelopment Plan. The Redevelopment Plan was adopted by the Redevelopment Agency and City Council on July 6, 1999. The Redevelopment Plan provides the basic framework for the Agency to carry out activities to accomplish the goals for Project Area. The Redevelopment Plan is a long-range plan (project activities can take place over 30 years). REDEVELOPMENT GOALS
The major goals of the San Bruno Redevelopment Plan include:
1. Improve physical and economic conditions throughout the Project Area.
2. Revitalize and stimulate private investment commercial areas.
3.
Conserve and enhance residential neighborhoods.
4.
Provide tax increment funds to finance redevelopment activities.
5.
Increase, improve and preserve the supply of affordable housing.

REDEVELOPMENT PROJECT AREA
San Bruno has one Redevelopment Project Area, which is located primarily on the east side of El Camino Real in the City of San Bruno (shown on the Project Area map) and covers 717 acres. The Project Area is made up of commercial areas (Downtown San Bruno, Tanforan Shopping Center, and El Camino Real); residential neighborhoods (Fifth Addition, Belle Air Park, San Bruno Park, and Lomita Park); the former U.S. Navy facility; and an 18-acre non-contiguous area at the intersection of Glenview Dr. and San Bruno Ave. (includes Skycrest Shopping Center).
Redevelopment Agency Staff: The City Manager serves as the Agency Executive Director; the Redevelopment Division within the Community Development Department administers the day-to-day activities of the Redevelopment Agency, and; the Redevelopment Advisory Committee (RAC), comprised of residents, property owners and business owners in the Project Area, advises the Agency on policy matters affecting residents in the Project Area.
