General Plan Update
The City Council approved the General Plan, Draft Environmental Impact Report, and Final Environmental Impact Report at a public hearing on Tuesday, March 24, 2009. The approved versions of the documents are available HERE.

Review Process
The current draft of the General Plan and Environmental Impact Report are a result of community input during the 2002 General Plan Update Committee process. The plan has been updated since then to be consistent with recent legal cases and planning trends.
There are several reviews that must occur in order for the plan to be adopted. The Airport Land Use Committee has reviewed the Plan and forwarded it with a positive overall recommendation and several minor recommendations for changes. The Planning Commission conducted a workshop and public hearing on April 15, 2008. The Planning Commission then held a public hearing on the revised draft General Plan, Draft Environmental Impact Report, and Final Environmental Impact Report at the January 20, 2009 meeting. The Planning Commission forwarded the draft General Plan and environmental documents to the City Council with a positive recommendation.
The City Council held study sessions on February 10 and 24, 2009 to review the Plan and environmental documents. The final approval took place on March24, 2009.

These documents represent a comprehensive update to the 1984 General Plan. The new General Plan includes the following elements:
- Land Use and Urban Design
- Economic Development (optional)
- Transportation/Circulation
- Open Space and Recreation
- Environmental Resources and Conservation
- Health and Safety
- Public Facilities and Services Element
All the elements above are required by law, except the Economic Development Element, which is an important but optional element. The Housing Element was adopted in 2003 and is not included in this update.
