The Foundation was established in order to raise funds for a new Library. The City has two studies which have been adopted by the City Council: Library Facility Needs Assessment Study for the San Bruno Public Library, by Raymond Holt, January 10,1986; and San Bruno Public Library Accessibility and Space Needs Study: Program of Building and Site Requirements, by Group 4/Architecture and Planning, Inc., August 1991. Both of these studies detail the deficiencies of the present facility and outline the physical space requirements necessary to deliver effective library services to the San Bruno community. It is hoped that a Foundation will be the vehicle to solicit large corporate donations as well as donations from individuals within the community to provide substantial funding for a new facility.

Councilmember Irene O'Connell is spearheading the Foundation development project. Mrs. O'Connell is a life-long user of the Library, having used the Library herself as a child and student, and now as an adult user and mother, bringing her three young children to the Library. She ran for City Council in 1995, pledging support for library services. She currently serves as the San Bruno Public Library's representative to the Peninsula Library System Advisory Board.

To date, Councilmember O'Connell has enlisted the support of the Friends of the Library for the establishment of a Foundation and also announced at a City Council meeting of March 24, 1997, her intention to form a Library Foundation and asked for the Council's support:

"Councilmember O'Connell announced she is personally spearheading creation of a Library Foundation to raise funds to construct new Library and requested Councilmembers' personal support and invited participation of residents and businesses. A Library Foundation is needed to identify, solicit and build the financial support and community awareness to begin a successful building project. It is anticipated that the Foundation will raise a portion of the needed funds and then be able to convince the City and other governmental agencies of the need to provide the additional financing to complete the project.
